Promenjena je i sama taktika napada. Od prodora velikom brzinom na velikoj visini /nalik TU-160, prešlo se na prodor na minimalnoj visini visokim podrvučnim brzinama uz primenu stealth metoda. To je tražilo smanjenje maks. brzine sa 2M na oko 1,1M, potrebne aerodinamičke modifikacije, drugu opremu, itd.
