Novi Panamski kanal košta 7 milijardi USD

Puno sam puta prošao brodom kroz Panamski kanal. Malo-pomalo, počeo sam proučavati literaturu i raspitivati se kod pilota i agenata o izgradnji postojećeg Panamskog kanala, ali i gdje se rodila ideja za projekt novog kanala, vrijednog sedam milijardi dolara, čija je realizacija počela 2009. godine.

S obje strane broda je ‘manevarski prostor’ od samo 30 centimetara  

Planirano je da se nova poveznica između Atlantskog i Tihog oceana otvori 2014. godine, i to na 100. obljetnicu izgradnje postojećega kanala, ali već se može reći da je to veliki izazov za ulagače i panamsku vladu koja je 1999. godine od SAD-a preuzela potpunu kontrolu i odgovornost za upravljanje i održavanje kanala. Amerikanci su tada izgubili zlatnu koku jer godišnja zarada od naknada iznosi 600 milijuna dolara.

Panamski kanal dug je 80 kilometara, prolazi kroz tropsku prašumu i područje čvrstih stijena. Prolaz je službeno otvoren u kolovozu 1914., a u listopadu 2010. zabilježen je milijunti brod koji je prošao kroz kanal. Postojeći kanal gradilo je oko 50 tisuća radnika, od kojih je stradalo više od tisuću, najviše od malarije i žute groznice. Plovni put kroz prašumu gradio se 10 godina, a cijena izgradnje iznosila je tada vrtoglavih 350 milijuna dolara.
Piloti u glavnoj ulozi

Kanal se sastoji od 12 ustava dugih 305 metara i širokih 33,5 metara. Za ilustraciju naš je kontejnerski brod dug 295 metara, a širok 32,2 metra, dakle sa svake strane nam ostaje “manevarski prostor” od samo 65 centimetara, a kada se uzmu u obzir “bočnice” koje su zaštita od dodira o obalom, ostaje nam manje od 30 “centi”. Zbog toga ključnu ulogu imaju 240 iskusnih pilota, jer samo jedna njihova greška može imati katastrofalne posljedice. Panamski kanal je jedino mjesto na svijetu gdje zapovjednik predaje pilotu (peljaru) nadležnost na brodu.

Veliki kontejnerski brod zahtijeva po tri pilota i tegljača za asistenciju po potrebi. Kanal se sastoji od tri područja s ustavama na svakom kraju. Jezero Gatun je jedno od najvećih umjetnih jezera na svijetu, a nalazi se bliže Atlantskom oceanu, s nadmorskom visinom od 26 metara. Brodovi se zatim spuštaju kroz ustave Pedro Miguel i Miraflores kako bi se došlo do razine Pacifika.

Za svaki prolaz kroz kanal koristi se 197 milijuna litara slatke vode koja dolazi slobodnim padom iz jezera Gatun. Tijekom prilaza prvim ustavama na brod se ukrcava i 26 panamskih lučkih radnika koji vezuju lokomotive za brod. Naime, kada brod uplovljava u ustavu, vezuje se čeličnim sajlama za lokomotive koje drže brod u sredini ustave, ali brod plovi vlastitim pogonom.

Svaka lokomotiva može povući do 35 tona, a naš brod drži osam lokomotiva. Spominjali smo zaradu od 600 milijuna dolara koju godišnje ostvaruje Uprava kanala. Dio novca uplaćuje i naš brodovlasnik, jer se za prolaz našeg broda kroz kanal plaća oko 120 tisuća dolara, ovisno o broju ukrcanih kontejnera i vidljivosti sa zapovjednog mosta.

Naime, vidljivost ne smije prijeći dužinu broda, a ako je veća, plaća se 10 posto više od same cijene prolaza. Panamska vlada sprema sedam milijardi dolara za izgradnju novog kanala. Zbog tog iznosa pregovori o tome megaprojektu trajali su nekoliko godina. No, napredak brodarstva nameće takav zahvat, jer su današnji brodovi tri puta veći u odnosu na razdoblje prije stotinjak godina, kada je izgrađen postojeći Panamski kanal.

Tamošnje vlasti sklopile su ugovore s tvrtkama iz raznih zemalja, među ostalim i iz Francuske, SAD-a, Argentine i Nizozemske. Teška je to bila odluka za državu od samo tri milijuna stanovnika, ali pitanje je jesu li uopće imali izbora. Novi se kanal gradi usporedno s trasom sadašnjega. Najveći je problem održavanje iste razine slatke vode u jezeru Gatun kako se ne bi dovela u pitanje opskrba pitke vode za stanovništvo. Nove ustave bit će duge 427 metara, široke 55 i duboke 18,3 metara, kako bi u njih mogli uploviti i najveći brodovi današnjice.

Opasni izazovi

Smatram da će plovidba novim kanalom biti vrlo zahtjevna, jer neće biti lokomotiva koje će držati brod u sredini ustave i tako spriječiti svaki dodir s obalom. Planirano je da brodovima pomažu samo dva tegljača. Ne treba zaboraviti ni na tropske oluje koje će otežavati prolaz kroz kanal, pa će svaka plovidba biti prava avantura.

For better or for worse, it’s your tax dollars at work. Big construction undertakings by your state may seem pointless during the building process. After all, what’s the purpose of widening an interstate to alleviate traffic when the 10-year project itself is making traffic worse? But when everything comes together and the final touches have been made, the reward is that your commute has been made easier – at least until another population boom. Here are some of America’s most expensive state projects.

   1. Big Dig – $22 billion with interest
      The Big Dig, also known as the Central Artery/Tunnel Project, is the most expensive highway project in US history. It cost $15 billion to build from 1991 to 2007, and an additional $7 billion in interest will be charged before the project is paid off in 2038. Its purpose was to relieve congestion on I-93 in Boston by steering traffic into an eight-lane, 3.5 mile tunnel. Since it has been in use, numerous leaks have been spotted and fatal accidents have occurred. In 2006, a woman was killed when three-ton ceiling panels collapsed onto her car. Even still, officials have maintained that the Big Dig has done its job.

   2. San Francisco-Oakland Bay Bridge, East Span Replacement for Earthquake Safety – $6.2 billion
      After the 1989 Loma Prieta earthquake that damaged a part of the east span, statewide studies were undertaken in an effort to determine whether or not California’s bridges were safe from seismic activity. Because of the result of the ‘89 quake and the information gained from the study, safety improvements were planned for the Bay Bridge. The entire east span is currently in the process of being replaced, and it’s scheduled to open in 2013.

   3. Mon-Fayette Expressway – $5.4 billion
      Construction on the Expressway began in the 1970s and it’s expected to be completed in 2011. During the process, costs have skyrocketed from $1.2 billion to $5.4 billion because of rising costs of construction materials and design changes. Its purpose is to connect Morgantown, West Virginia and Pittsburgh, and assist in the economic revitalization of old steel towns along the way. However, the population along the first section of the Expressway is decreasing, and roadway traffic is down from when the first section opened in 1990.

   4. Ohio River Bridges Project – $4.1 billion
      The Ohio River Bridge Project is intended to link Louisville with Southern Indiana, and according to kyinbridges.com, it “will result in safer travel, less congestion and improved access to destinations in the region.” Included are the construction of two bridges and a reconfiguration of Louisville’s Kennedy Interchange, also known as Spaghetti Junction, where three interstates (I-64, I-65 and I-71) merge. As of the summer of 2010, it’s likely that tolls will be imposed along its routes.

   5. Interstate 69 in Indiana – $4 billion and counting
      Not only will the I-69 project connect Evansville to Indianapolis, but according to the state of Indiana, it’ll also spur economic growth the state and the country. Nationally, it’ll be connected to 17 of the country’s top 25 seaports and 15 of the country’s top 25 air cargo airports. Its importance is reflected in its rising cost; much of which is going toward the construction of the new Ohio River Bridge

   6. Central Texas Turnpike System – $3.6 billion
      The Central Texas Turnpike is intended to provide relief to the growing Central Texas region, specifically Austin and San Antonio. According to Texas Governor Rick Perry, the project was completed a year ahead of schedule and $400 million under budget because of innovative methods of funding. It was financed by a combination of state highway dollars, local contributors, the sale of bonds and a federal loan.

   7. Woodrow Wilson Bridge Project – $2.5 billion
      Originally, the Woodrow Wilson Bridge was supposed to serve 75,000 vehicles per day, but nearly 200,000 vehicles crossed the bridge per day in 1996. The extreme congestion along with the accompanying wear and tear prompted the formation of a new plan to build two new six-lane spans. More than 10 million man hours have been spent on the overall project thus far, and 44,000 tons of steel and 100,000 tons of concrete have been used. The project is set to be completed in 2013 when the finishing touches will be put on the Telegraph Road Interchange.

   8. I-95 New Haven Harbor Crossing Corridor Improvement Program – $2.2 billion
      According to i95newhaven.com, the program “features public transit enhancements and roadway improvements along 7.2 miles of I-95, between Exit 46 (Sargent Drive) in New Haven and Exit 54 (Cedar Street) in Branford.” The result will be less congestion from New York to Boston. Currently, more than 140,000 vehicles per day use the roadway; 100,000 vehicles more than it was built to accommodate.

Solaris, vrlo zanimljivi clanak.

((malo za Bozu))  --  tesko mi je procijeniti skupocu, ali znam jednu zemlju gdje se (iz drzavnih sredstava) grade auto ceste ohoho. Po procjeni, tamo bi kostao cca 27 milijardi USD (naravno sa kliznom skalom i ne racunajuci WC-e).

BILLION je u Anglosexa ono što je u nas MILIJARDA (tisuću milijuna). Na Wikiju stoji da "The cost to construct the third set of locks is estimated by the ACP at approximately US $1000.25 billion", što je pogreška pri pisanju. Trebalo je stajati 1000.25 MILLION. Iz toga teksta je vidi da se računalo s 5,25 milijardi (BILLION) američkih dolara. Investicija bi se povratila u desetak godina (što autoceste ne mogu).

Ništa nije skupo što je za široke radne mase.

korisnici auto ceste zele malo amortizirati te WC-e, ali --- zatvoreni, vise se narod ne pita

7 milijardi mi se niti ne čini toliko ako kinezi u HongKongu (čini mi se, da tu) troše isto toliko za podzemnu željeznicu "bez pilota".
Cijena je relativna.

Nesto smo se izgleda presli oko cijene.

Evo tablice koja je u panamskoj valuti, ali buduci je ona 1 : 1 sa USD, ispada da bi kanal kostao nesto vise od 5.000 milijardi USD.
