Canadian fighter jets to head to Libya

March 17,2011

Canada will send six CF-18 fighter jets to southern Europe to help enforce a no-fly zone over Libya, defence sources told QMI Agency.

Fighter jets from CFB Bagotville in Quebec are expected to head to Europe as soon as various diplomatic clearances are obtained.

A spokesman for Defence Minister Peter MacKay, though, would not provide official confirmation of the mission.

"We do not comment on speculation and this is an unconfirmed story," said MacKay spokesman Jay Paxton.

After days of debate, the United Nations Security Council decided on Thursday to "establish a ban on all flights in the airspace" over Libya.

"Today the Security Council has responded to the Libyan people's cry for help," said Susan Rice, U.S. ambassador the UN.

The mission for fighter jets from Canada and other countries could involve a combination of targeting infrastructure that is important to the Libyan Air Force, such as radar installations, or attempting to shoot down any Libyan Air Force jets.

That said, the mandate from the UN security council authorizes "all necessary measures" be taken short of invading Libya in order to protect Libyan citizens and rebels from attacks by forces loyal to Libyan Leader Moammar Gadhafi.

Libya ready for ceasefire with rebels: deputy foreign minister

March 18, 2011

Libya is ready for a ceasefire with the rebels battling Muammar Gaddafi, but wants to discuss how it will be implemented, deputy foreign minister Khaled Kaaim says.

"We are ready for this decision (a ceasefire) but we require an interlocutor to discuss how to implement it," Kaaim told a news conference shortly after the UN Security Council voted to permit "all necessary measures" to impose a no-fly zone, protect civilian areas and impose a ceasefire.

"We discussed last night with the UN envoy (for Libya, Jordan's Abdul Ilah Khatib) and asked legitimate questions on the application of a ceasefire," he said.

Kaaim indicated that Libya would "react positively to the UN resolution, and we will prove this willingness while guaranteeing protection to civilians."

The Security Council authorised air strikes to halt Gaddafi's offensive against embattled rebel forces in the North African country, with the first bombing raids possible within hours.

American broadcaster CNN also reports Gaddafi has changed tact with "a humanitarian gesture", deciding to hold off on plans to send the army in to Benghazi and mercilessly crush all resistance, as had been promised.

"I just took a phone call from one of Gaddafi's sons, Seif (al-Islam). This is the message from the leadership," the CNN correspondent in Tripoli said.

"He said they're going to change the tactics around Benghazi, that the army is not going to go into Benghazi.

"It's going to take up positions around the stronghold.

"The reason is they expect a humanitarian exodus."

Europe Air Traffic Agency: Libya Closes Airspace

Published March 18, 2011, Associated Press

BRUSSELS  -- Europe's air traffic control agency says Libya has closed its airspace to all traffic.
The move Friday comes a day after the U.N. Security Council authorized a no-fly zone overLibya and "all necessary measures" to stop strongman Muammar Qaddafi from launching attacks on his own people. The United States, France and Britain are now discussing how to enforce the no-fly zone.

In a brief statement to airlines on Friday, Eurocontrol said, "The latest information from Malta indicates that Tripoli (air control center) does not accept traffic."

The agency's map of air traffic over Europe and the Mediterranean showed that Libyan air space was off limits.

People gather around the smoldering remains of an aircraft after it crashed north of Benghazi, Libya, Thursday, March 17, 2011. Witnesses said the aircraft was piloted by anti-Gadhafi rebels and crashed for mechanical reasons. Libyan rebels used three of their own seized planes and some helicopters to attack government troops fighting to advance on the city of Benghazi, said Mustafa Gheriani, a spokesman in the rebel base. Gadhafi's forces encircled a key eastern city and his warplanes went deeper into rebel-held territory to bombard Benghazi's airport Thursday, threatening an all-out offensive to bring down the rebellion.
