Pročitao sam članak. Uveren sam da ni SAD danas više nemaju novca za pristup avioindustriji koji je tada iznedrio nekoliko veoma dobrih aviona.

The transformation of the pilots will be done on board the Yak-130.

Lokid Martin je dobio zeleno svetlo od Vašingtona za prodaju aviona F-35B Singapuru. Singapur namerava da nabavi 12 letelica F-35B za sumu od 2,75 milijardi dolara.

The negotiations to buy 32 aircraft from the U.S. “are almost complete” and “the first units will be ready [for delivery] in 2024,” Blaszczak told local broadcaster Polish Radio.

In what could be the largest defense contract to be signed in Central-Eastern Europe this year, Poland is set to become the first user of Lockheed Martin’s fifth-generation fighter jets in the region, adding the aircraft to its fleet of 48 F-16s.

The defense minister did not disclose the final value of the procurement. Last September, Following the State Department’s approval of the potential sale for an estimated $6.5 billion, Blaszczak said his ministry hoped to obtain a preferential price tag for the aircraft, similarly to Warsaw’s acquisition of Patriot missiles from Raytheon.

To reduce the fighters’ price tag, the defence ministry has reportedly decided not to sign an offset agreement with the U.S. side. Sources close to the deal told daily Dziennik Gazeta Prawna that the final contract could be worth about $4 billion, including logistics and training.

Poljska kupuje 32 američka borbena aviona za 4,6 milijardi dolara


Varšava želi da na taj način ojača prijateljstvo sa svojim garantom bezbednosti – Sjedinjenim Američkim Državama.

Petak, 31. januara 2020. ući će u "istoriju poljske vojske", kaže poljski ministar odbrane Marijuš Blažčak. Zajedno sa poljskim predsednikom Andžejem Dudom on je toga dana potpisao ugovor o kupovini 32 borbena aviona tipa F-35A Lajtning.

Nikad pre poljsko vazduhoplovstvo nije raspolagalo tako modernim avionima. Letelice američkog koncerna Lokhid Martin navodno su ono najbolje što trenutno može da se nađe na svetskom tržištu., piše Dojče vele (DW).


Prvi avioni za četiri godine

"Potencijalni napadač mora da bude svestan da će napad na Poljsku naići na odlučan odgovor. Ovaj avion može da dâ takav odgovor", izjavio je ministar odbrane Blažčak za poljski državni radio. I još je rekao da je ponosan na dobru cenu, jer se u početku govorilo o šest i po milijardi dolara, a Poljska sada mora da plati samo 4,6 milijardi. Blažčak to poredi sa Belgijom koja je svoja 34 aviona platila 4,25 milijardi dolara.

Prvi avioni biće isporučeni 2024. Do tada će poljski piloti i drugo osoblje ići na obuku u SAD, a dve godine kasnije će borbeni avioni biti integrisani u poljsku vojsku. Uz to će Poljska nabaviti i bespilotne izviđačke letelice.


Nužna modernizacija

Kupovina aviona deo je velikog projekta modernizacije poljske vojske koji izvodi aktuelna vlada. Najveća vojska u sklopu NATO na istoku Evrope broji 100.000 vojnika. Vežba se u starim avionima i tenkovima iz vremena Sovjetskog Saveza. Od 32 aviona tipa MiG-29, samo trećina je ispravna.

U protekle dve godine pala su tri aviona tipa MiG. Stručnjaci objašnjavaju da je razlog nedostatak rezervnih delova i loše servisiranje. Poljska ima, istina, treću vojsku po veličini u NATO – iza SAD i Turske – ali ona delimično raspolaže zastarelim naoružanjem. U sklopu modernizacije trebalo bi da bude opremljena novijom tehnikom, piše DW.


Veći izdaci za vojsku

Vladi u Varšavi godi kad američki predsednik Donald Tramp hvali Poljsku zbog relativno velikih izdataka za vojsku. Ona je jedna od retkih koja ispunjava obaveze preuzete u sklopu NATO o izdvajanju najmanje dva odsto BDP za vojsku.

Do 2030. Varšava želi da poveća izdatke na 2,5 odsto – a od toga znatno profitira američka vojna industrija. Još više od ovih aviona koštali su odbrambeni protivraketni sistemi Patriot koje je Poljska kupila 2018. za 4,75 milijardi dolara. To je bio najveći vojni izdatak u poljskoj istoriji.


Kritika opozicije

I u Poljskoj ima kritičara vladine odluke. Političar opozicione Građanske koalicije i bivši ministar odbrane Tomaš Sijemonijak kaže da je vlada donela odluku "prebrzo i ne pridržavajući se neophodnih procedura". "Analitičari su ignorisani, parlament nije pitan i nije bilo javne rasprave".

Opozicioni poslanici govore o "tajnim pregovorima" sa SAD i da nisu mogli da saznaju ništa o kupovini, jer ona nije jasno navedena u budžetu za odbranu. Građanska koalicija govori o "propagandnom poslu" i želi da njegovu opravdanost proveri najviše računovodstveno nadzorno telo – NIK.


SAD kao garant bezbednosti

Kritičari se, istina, žale na visoku cenu bezbednosti koju pružaju SAD, ali i liberalna opozicija smatra da je SAD bolji garant od Evropske unije. "Nema sumnje da je SAD najvažniji saveznik Poljske i da je kupovina vojne opreme od američkih firmi ispravna odluka", potvrđuje bivši ministar odbrane Sijemonijak.

Najveću pretnju Varšava vidi u istočnom susedu – Rusiji. Od izbijanja konflikta u Ukrajini, Poljska se trudi da američki vojnici budu stalno stacionirani na njenoj teritoriji. Nakon ruske aneksije Krima (2014.) bataljoni NATO raspoređeni su u Poljskoj i tri baltičke zemlje. U Poljskoj je stacionirano više od 4.500 američkih vojnika. Ali Varšava nije zadovoljna sistemom rotacije po kojem se trupe stalno menjaju.


Projekat "Fort Tramp"

Vladajuća poljska stranka Pravo i pravda (PiS) 2018. je u Vašingtonu pokrenula diplomatsku ofanzivu za trajno stacioniranje američkih vojnika u Poljskoj. Američkim vladinim službenicima, poslanicima u Kongresu i različitim institutima poslat je dokument pod naslovom "Predlog za trajno američko prisustvo u Poljskoj". Varšava bi želela da čitava jedna američka tenkovska divizija bude stacionirana u Poljskoj i spremna je da za plati dve milijarde dolara.

Čitav projekat kojem je cilj produbljivanje veza s Amerikom, poljski predsjednik Duda nazvao je "Fort Tramp". Do stacioniranja dodatnih 1.000 američkih vojnika u Poljskoj, što je 2019. spomenuo američki predsednik Donald Tramp, nije došlo. Ali zato Poljska nastoji da kupovinom američkog oružja ipak stvori "Tvrđavu Tramp".

Vijetnam kupuje ruske Jak-130


Ruski školsko-borbeni avion Jak-130 najverovatnije će dobiti još jednog korisnika.

List "Vedomosti" objavio je prošle nedelje da je ugovor za nabavku, kako je navedeno "ne manje" od 12 aviona, potpisao Vijetnam.

Takođe navedeno je da je procenjena vrednost sporazuma više od 350 miliona dolara. Međutim treba napomenuti da ovu vest zvanično nisu hteli da komentarišu kako iz ruske Federalne službe za vojno-tehničku saradnju tako ni iz državne agencije za izvoz naoružanja i vojne opreme "Rosoboronoeksport".

U svetu se, a naročito u Rusiji, ponekad dešava da se javno ne objavljuje da su ugovori za nabavku naoružanja potpisani ili se to objavljuje znatno kasnije, neretko i posle par godina, piše Tango six.

Poslednji takav primer u vezi aviona Jak-130 imali smo krajem decembra 2018. goidne kada su na internetu osvanule fotografije ovih aviona u bojama i sa oznakama RV Laosa za koji se, iako je još 2016. pokazao interesovanje, do tada nije znalo da je potpisao ugovor za njihovu nabavku. Vijetnam se u proteklih nekoliko godina spominjao kao mogući kupac Jak-130 ali se nije sa sigurnošću moglo reći da će se to zaista i dogoditi.

Nabavkom Jaka-130 Vijetnam bi postao šesti strani korisnik ovog tipa aviona, pre njega nabavili su ga Alžir, Bangladeš, Belorusija, Laos i Mjanmar. Ugovore za nabavku potpisali su i Libija i Sirija, sa Libijom je ugovor raskinut nakon pada Gadafijevog režima dok je ugovor sa Sirijom zamrznut zbog građanskog rata koji već devet godina traje u toj žemlji.

Smatra se da će RV Vijetnama svoje Jakove 130 stacionirati u vazduhoplovnoj bazi Tuj Hoa gde će u 915. školskom avijacijskom puku zameniti čehoslovačke školsko-borbene avione L-39.

Vijetnam je tradicionalni kupac nekada sovjetskog a sada ruskog naoružanja, u jednom trenutku je do 2017. godine bio peti najveći kupac naoružanja i vojne opreme iz Rusije.

U poslednjih 25 godina je što se tiče tehnike za RV i PVO, nabavljeno je 12 lovačkih aviona Su-27SK i UBK, 36 višenamenskih borbenih aviona Su-30MK2V, bar četiri srednja transportna helikoptera Mi-17, 375 raketa vazduh-vazduh R-73E, 100 raketa vazduh-zemlja H-29T, 100 H-31A (protivbrodskih) i H-31P (protivradarskih) raketa, 200 vođenih bombi KAB-500Kr, četiri osmatračka radara ST-68, 50 lakih prenosivih raketnih sistema PVO 9K38 Igla, dva diviziona raketnog PVO S-300PMU-1 sa 75 raketa 48N6E.

Azerbejdžan kupuje italijanske M-346 avione


Novi korisnik italijanskog školsko-borbenog aviona M-346 mogao bi uskoro postati Azerbejdžan.

Predsednik ove države Iljham Alijev posetio je 20. februara Italiju a tom prilikom su azerbejdžanski ministar odbrane Zakir Gasanov i izvršni direktor kompanije Leonardo Alesandro Profumo potpisali, kako je saopšteno, Deklaraciju o sporazumu između Ministarstva odbrane Republike Azerbejdžan i Leonardo S.p.A u vezi sa nabavkom sistema integracije aviona M-346.

Potpisani dokument predstavlja preliminarni dogovor o azerbejdžanskoj nabavci školsko-borbenih aviona Leonardo M-346 Master, ali ipak ostaje da se zaključi čvrst ugovor, piše portal Tangosiks. Stoga nije poznato koliko je nabavljeno aviona, koji su rokovi isporuke, kolika je cena kao i drugi detalji ovog posla a dve strane još uvek nisu komentarisale potpisani dokument.

Za sada postoje dve nezvanične informacije o mogućem broju aviona, pojedini zapadni izvori govore o kupovini 15 primeraka dok drugi navode deset aviona sa opcijom za još 15 M-346. Jula prošle godine izvršni direktor kompanije Leonardo Alesandro Profumo izjavio je da je komanija od većeg stranog kupca dobila prvu narudžinu za isporuku šest aviona M-346FA koja predstavlja laku borbenu verziju školsko-borbenog M-346. Kupac tada nije imenovan pa se smatra da bi potencijalno to mogao biti Azerbejdžan.

Azerbejdžan je još pre par godina pokazao interesovanje za M-346, kompanija Leonardo je u jednoj od azerbejdžanskih baza 10. maja 2017. godine priredila prikaz ovog aviona, i to trećeg prototipa koji je tada pokazan i ministru odbrane Zakiru Gasanovu. Nakon obilaska aviona priređeno je detaljno predstavljanje njegovih taktičko-tehničkih karakteristika i drugih mogućnosti.

Trenutno se u inventaru RV Azerbejdžana nalazi eskadrila školsko-borbenih aviona L-39C Albatros, dve eskadrile jurišnih aviona Su-25 i eskadrila lovaca MiG-29. Većina ove tehnike nabavljena je u proteklih 15 godina i to kao polovna, L-39 i MiG-29 iz Ukrajine a dobar deo Su-25 iz Belorusije. Državni vrh je izrazio spremnost da se započne sa obnovom flote a prvi korak bi mogla biti upravo kupovina M-346. Takođe Azeri su bili pokazali interes i za kinesko-pakistanski višenamenski borbeni avion JF-17 Thunder koji ipak nije nabavljen.

Kompanija Leonardo je do sada uspela da proda 86 M-346, najveći korisnik je Izrael koji je kupio 30 aviona, potom tu je RV Italije sa 22 aviona, Poljska sa 16 primeraka od kojih ostalo da se isporuči još 8 a prvi strani korisnik bio je Singapur koji je nabavio 12 M-346.

Još 2009. Ujedinjeni Arapski Emirati su izabrali M-346 za svoj novi školsko-borbeni avion, bili su zainteresovani za nabavku 48 primeraka ali do potpisivanja ugovora do danas nije došlo što zbog političkih razloga što zbog nesuglasica oko taktičko-tehničkih karakteristika a spominjalo se i da Emirati imaju veće prioritete.

The Trump administration pressured Indonesia into dropping deals to buy Russian-made fighter jets and Chinese naval vessels, part of a global effort to prevent its top adversaries from eroding the US’s military superiority.

Indonesia recently decided against moving ahead with a plan to procure 11 Sukhoi Su-35 fighter jets for about $1.1 billion, according to an official familiar with the matter, who asked not to be identified because the details of discussions remain private. As recently as last month, the official said, the US also pressured Indonesia into walking away from talks with China to procure several naval patrol vessels for about $200 million.

The move to set aside the deals came after US officials made it clear Indonesia could face sanctions for dealing with Russia, the official said. President Joko Widodo’s administration was also worried the US would take punitive actions on trade if it went ahead with the China deal, the official said.

The moves illustrate how the US is having some success -- at times by using financial and economic levers -- deterring countries from dealing with Russia and China, which the Trump administration has identified as the biggest threats to American national security. The US hasn’t fared as well trying to convince countries to avoid using Huawei Technologies Co. for 5G mobile networks, with the UK most notably rebuffing President Donald Trump’s entreaties.

Russian missiles

The US has publicly sparred with Turkey over Russian weapons, particularly its plan to activate an advanced S-400 missile-defense system. It has also pressured India to cancel a contract worth more than $5 billion to buy the S-400 system.

Under a barter deal announced in August 2017, Indonesia planned to purchase the 11 Sukhoi Su-35 fighter jets in exchange for Russia buying goods such as rubber, crude palm oil, coffee, tea, furniture and spices. The agreement was eventually signed by former Indonesian Defense Minister Ryamizard Ryacudu in February 2018.

While doubts have persisted for some time over whether the deal had been shelved, last month the Jakarta Post reported that the deal was in limbo and a final decision would be made later. Dahnil Simanjuntak, a spokesman for Defense Minister Prabowo Subianto, declined to comment when contacted Thursday.

“It is not a secret that the United States exerts undisguised pressure on countries who intend to buy Russian defense equipment,” Lyudmila Vorobieva, Russia’s ambassador to Indonesia, said in a statement provided via text message. “The aim is clear -- to make these countries refuse to get arms from Russia and turn to Washington instead. Of course it is unfair competition that violates rules and norms of transparent and legitimate business.”

In several meetings with US counterparts, including the secretary of defense, Indonesian officials repeatedly asked why they were being told not to buy the Russian fighter jets, the official said. The Americans said simply it was their policy, the official said, adding that Indonesia suspected it was also because the Russian fighters would provide an edge over neighbors Australia and Singapore.

The Americans instead told the Indonesians to consider buying American-made F-16 Vipers, the official said. However, the official said, Indonesia is instead looking to negotiate the purchase of F-35 aircraft developed as part of the multi-nation Joint Strike Fighter program.

The JSF program, headed by the US, includes the UK, Italy, Netherlands, Australia, Canada, Denmark and Norway. Singapore recently agreed to purchase aircraft under the program, while Japan is the largest foreign buyer of the jet.

The official said the US made clear that Widodo’s government risked being penalized for purchasing the Sukhoi fighter jets under the Countering America’s Adversaries Through Sanctions Act, or CAATSA, which applies to Russia and several other countries. The direct threat for purchasing the Chinese vessels was less clear, the official said, but the government saw itself as vulnerable on trade.

The US is unable to comment on private diplomatic conversations, a State Department spokesperson said by email. The US urges all allies and partners to avoid new transactions of Russian military equipment to avoid sanctions under CAATSA, the spokesperson said, adding that the goal of American policy is to deny Russia the revenue it needs to continue its “malign influence.”

The decision to scrap the deals was made after Indonesian officials concluded it would be a misstep to get on the wrong side of the US, the official said. Indonesia’s Minister of Finance Sri Mulyani Indrawati and Foreign Minister Retno Marsudi, in coordination with Prabowo, decided it would be dangerous to risk the trade relationship, the official said.

Senior members of Widodo’s administration have expressed concern in recent years that Trump would target Indonesia over its trade surplus with the US, which amounted to about $10.7 billion in 2018, according to data compiled by Bloomberg. The coronavirus further threatens economic damage: Indonesia’s stocks have tumbled into a bear market and its currency has been Asia’s worst performer in the past month.

US-China balance

For Indonesia, the competition between the US and China is a sensitive balancing act. While China has offered cheap financing for much-needed infrastructure such as railways, ports and power plants through its Belt and Road Initiative, the US remains a key export market and a valuable strategic hedge against China, particularly in contested waters.

Indonesia has faced criticism over its willingness to do business with Huawei, with Australia warning late last year that it would impact intelligence sharing with its northern neighbor. Indonesian Communications Minister Johnny G. Plate said in an interview the government had no intention of banning Huawei, and would be guided only by its own national interest.

The Indonesia deal for Chinese naval patrol vessels was discussed during a visit to China by Prabowo. It was one of several recent trips made by the former special-forces general as part of a scouting tour to procure weapons systems and other hardware. He has also visited Russia, Turkey, Germany and France.

As the U.S. shifts to preparing for high-end fights against major adversaries, the Reaper is coming up short. The Reaper’s replacement will likely be a more stealthy, survivable drone capable of evading missile defenses.

The U.S. Air Force wants to replace the service’s fleet of Reaper attack drones with something new capable of surviving in hostile airspace. Although highly successful at what it does, the MQ-9 Reaper is easily shot down and would not survive over a battlefield protected by modern air defenses.

The MQ-9 Reaper drone was first introduced in 2007. Bigger, faster, more heavily armed than the original Predator drone, the Reaper has excelled in flying missions over places like Iraq, Afghanistan, Yemen, and Somalia. In uncontested airspace the Reaper can linger for hours, waiting for the right moment to unleash a Hellfire missile or laser-guided bomb. The Reaper is the largest known armed drone in the Pentagon’s inventory. In addition to the Air Force, the CIA operates a small number of Reapers reportedly involved in using the "Flying Ginsu" Hellfire R9X missile.

But in contested airspace, it’s a different story. The Reaper lacks the equipment modern warplanes have to keep them alive over the battlefield, including missile warning systems and anti-missile chaff and flares. In particular the insect-looking Reaper lacks stealth, with sensor pods and weapons hanging off wingtips producing a large radar signature. If an enemy missile launches against a Reaper, there’s little the remote pilot can do about it—if he or she even notices the launch.

The Pentagon is shifting from smaller, low-end fights in Afghanistan, Iraq, and elsewhere towards larger, higher-end brawls potentially with countries such as Russia and China. Realizing the Reaper's vulnerability, Air Force is cutting its buy of Reaper drones to 337, according to Military.com, with the final 21 drones purchased this year. The Air Force will lay out its vision of a replacement, one that can operate in contested airspace, in the 2022 budget.

What will replace the Reaper? A replacement will likely be stealthy, to keep it off radars and minimize it as a target against radar-guided missiles. A flying wing design, like the B-2 and B-21 bombers, is possible. One benefit of the flying wing is a large fuselage for stowing fuel and weapons—a stealthy aircraft must conceal everything within the shape of the aircraft.

The key for the new drone is affordability. Stealthy aircraft get expensive very quickly, and one great advantage of drones over manned aircraft is that they are cheaper. The Reaper costs $64 million each, versus $95 million for a F-35 Joint Strike Fighter. If the Air Force wants to replace Reapers on a 1:1 basis, the replacement will have to be cheap enough to be purchased in large quantities.

Ако хоће да их заштите као авионе, онда ће по цени бити мало јефтинији од авиона.
