Military Police Regiment of the Croatian Army

The complex of the facilities of the Croatian Ministry of Defence and the CAF GS, with regard to users and contents is assessed as the most significant facility of interest for the CAF and thus is the most protected military facility in the country. Security and protection of the facilities of the Croatian MoD and the GS of the CAF and as a result all those who work there have been entrusted with employees of the 2nd Company of the MP Regiment of the Croatian Army. Security is carried out constantly, 24 hours daily, 365 days in a year. There are no exceptions. These are military policemen whom you meet first when you enter the Ministry of Defence, to whom you show accreditations, who control what you take into the building, who control vehicles.

The best illustration of this kind of volume of work is a data that e.g. in the course of 2008, as it is officially stated, nearly 35 000 checking and establishing of identities were performed, excluding vehicles that are checked during entry in the complex of the facilities of the Croatian MoD and CAF GS. Commander of the 2nd Company of the Croatian Army"s MP Regiment that is situated in the barracks Croatia in Zagreb and one its platoon is also in Bjelovar is LTC Josip Beljan. The company carries out all military-police assignments in its area of operations as providing security, search, bringing in, managing and supervising the traffic of military vehicles, investigation and fighting delinquency..... but, as LTC Beljan emphasizes, most men are engaged precisely on jobs of providing security to the complex of facilities of the Croatian MoD and CAF GS. In the implementation of military police assignments they cooperate with all segments of the security system in the Armed Forces and other ministries and state administration bodies that deal with security jobs.

The integral system of providing security to a protected facility including this one that is most protected comprises, among other things, systems of physical, technical, counter diversion and fire fighting protection. Most of the men, he mentioned, are engaged in the system of physical protection that is carried out through guard"s service, service at the gates on entries for personnel, registration service through checkpoints for motor vehicle, traffic surveillance service, counter diversion protection and patrol service.

Besides regular, there are several other variants or degrees of security. Security level is raised on a higher level when foreign military delegations visit Croatian MoD and the CAF GS. The highest level of security would be in a case of some threats. Although fortunately, this has not happened, it is good to know they are ready for that. We should point out that besides this assignment, the most important and complex, employees of the 2nd Company of the Military Police also carry out stationary security of some other military facilities that are important to the Armed forces. In addition to this, employees of the Company take part in each contingent and in international mission ISAF in Afghanistan and there enrich their experiences that are very important to them while carrying out everyday missions in that country.

Criminalistic Military Police

They are not above or out of the law. They are part of the system and one of the essential security elements that can prevent and have influence on a committed crime. The very fact that we know they are here is acting as a preventive measure. For those who did not do anything bad they are simply members of the Armed forces, colleagues who protect them. On their jobs they are guided by principles of lawfulness, and authorizations in proceedings are their boundaries. Because, every one of them knows that exceeding authority is a criminal offence. Basic principle they are led by in their work is to establish the truth. It is about criminalistic military police that is tasked with prevention of all undesirable occurrences and events in the Armed forces and the Ministry of Defence, and in cooperation with other institutions in prevention of undesirable consequences in society in general.

Acting Head of the Division of Military Police of the CAF GS and Head of the Section for processing of crime of the CAF GS, LTC Tihomir Zebec described to us the job of the criminalistic military police. The Section he is heading is professionally higher to military criminalists in military police units within Armed forces" services, to those who, according to their territorial jurisdiction, are the first to go out to the site of crime and undertake the first urgent or investigative actions, inquests, interviews ?. The main tasks of the section that is in fact an umbrella professional organization is to plan and control. They follow statutory regulations, draft rule books, gather and transmit information to officers and NCOs who are investigators in units and work on their expert guidance and vocational training.

The Section takes part in investigations if some major material damage was caused or criminal offence of security importance was committed or if information is obtained that the Ministry of Defence or the General Staff as an institution is directly damaged. When the Section is involved in criminal proceedings, it cooperates with territorially competent unit of the MP. It operates as a liaison with the Ministry of Defence and General Staff as well as with civilian police and other institutions that can take part in investigation.

They always work as a team. Teams that consist of at least three members are mobile and functional. Special emphasis is placed on preventive measures and action.

Besides in our country, criminalistic military police also operates in the mission ISAF in Afghanistan in two locations. In Kabul they have an officer and one NCO and a guide for dogs that detect drugs, and they also have one NCO who works as an investigator in Hungarian PRT. The criminalistic team was already deployed to Afghanistan in 2003 in the first MP platoon. Military police tasks they carry out in the mission ISAF are the same as those they carry out in Croatia. They work according to authority of the military police and the difference is only in that they operate strictly according to laws of the Republic of Croatia, whereas in the mission , in addition to ours, they also have to take care about the specific qualities of the international environment.

Military Police Commandos on Land, at Sea and in Air

This year too members of the Company of the Special Military Police from composition of the Croatian Army"s MP Regiment spent a part of their regular training in Split port "Lora" where they stayed from 18 to 26 January. Photographs taken in only one day testify about exceptionally demanding training in which support to them is given also by members of the Croatian Air Force and Croatian Navy.

This is interservice training in which, besides military police commandos, helicopter crews from Air Base Divulje and the ship "Andrija Mohorovičić" also took part, and "rappeling" from a hovering helicopter on the ship"s deck is only one segment of practice that was also successfully carried out by new members of the Company assisted by older and more experienced colleagues. With this regard, it is especially necessary to emphasize merits of the instructors who train them and who apply knowledge acquired at numerous courses they took and experiences they gained in missions. They are part of the Team of Instructors that the Company of the special MP has in its composition due to specific qualities of tasks, and at the same time they are holders of the better part of the specialist training. Of course, commander of the training has the biggest responsibility and is in charge of planning, organization, preparation, implementation and analysis. This time the Company Commander, 1LT Tomislav Kasumović, entrusted his Deputy LT Andrej Smolek with that task so that he supervised the whole course of the implementation of training. Having emphasized that all assignments, and this practice too, are executed in conformity with the Book of Rules on the scope of work, duties and authorities of the Military Police, 1LT Kasumović said that this is the third such practice executed in continuity and that military police commandos will also apply all drilled activities in international military operations. LT Smolek added that it also helps them in acquiring full readiness for requirements at national level, and mentioned that they are operational at every moment and ready to take action wherever needed. Both of them also participated in last year"s international exercise of NATO"s MP Multinational Battalion "Black Bear" in Czech Republic as most of the members of the Company of the special MP. This practice is also their preparation for this year"s "Black Bear" to be held in September at Gašinci Military Training Centre.
