WASHINGTON — The U.S. State Department has cleared Chile to purchase modernization upgrades for its F-16 fleet, with a potential $634 million price tag.

Chile currently operates 44 F-16s. That includes 10 Block 50 models purchased in the early 2000s, as well as 36 older models bought second-hand from the Netherlands. Reports that Chile would look to upgrade their existing F-16 fleet first emerged in 2017, but final details had not been made public. Analysts have also speculated that Chile may look to buy a small number of new F-16s to supplement its fleet.

The upgrades included in this potential sale include 19 Joint Helmet-Mounted Cueing Systems (JHMCS); six inert MK-82 (500LB) general purpose bomb bodies; two MXU-650KB Air Foil Groups (AFG); 44 LN-260 Embedded GPS/INS (EGI) and 49 Multifunctional Information Distribution System Joint Tactical Radios (MIDS JTRS).

Also included are avionics equipment and software upgrades, new radios, upgraded IFF transponders, secure communications equipment and other parts. The upgrades are expected to go across the 44 plane fleet.

“The proposed sale will improve Chile’s capability to meet current and future threats by modernizing its F-16 fleet, which will allow Chile to maintain sovereignty and homeland defense, increase interoperability with the United States and other partners, and deter potential adversaries,” per a statement on the website of the Defense Security Cooperation Agency.

Lockheed Martin, which produces the F-16, will be the prime contractor on the deal, should it go through. All DSCA announcements must be cleared by Congress. At that point negotiations begin. Quantities and dollar values often change in the final agreement.

Although this is the first FMS case approved for Chile since the start of fiscal 2017, the F-16 has proven to be a reliable sales vehicle for Lockheed abroad, with 14 F-16 related FMS requests cleared by DSCA during this time period.

Prva serija od pet borbenih aviona francuske izrade Rafal stigla je danas u indijsku vazduhoplovnu bazu Ambala u državi Harjana, izjavili su zvaničnici Indije.

Policajci i vojnici zatvorili su puteve koji vode ka bazi, zabranili fotografisanje i uveli ograničenja okupljanja više od četiri osobe, rekao je policajac Abhišek Džorval, preneo je AP.

"Ptice su sigurno sletele u Ambalu'', napisao je na Tviteru indijski ministar odbrane Radžnat Sing.

"Ako bi neko trebalo da bude zabrinut... zbog ove nove sposobnosti ... to bi trebalo da budu oni koji žele da ugroze naš teritorijalni integritet'''', dodao je on.

Borbeni avioni su deo sporazuma vrednog 8,78 milijardi dolara sklopljenog sa Francuskom 2016. godine i trebalo bi da postanu deo indijskih vazduhopslovnih snage do sredine avgusta.

Indija je postala najveći svetski uvoznik oružja s obzirom da je u toku modernizacija njene vojske.

Indijsko ministarstvo odbrane 2. jula odobrilo je kupovinu 21 ruskog borbenog aviona MiG-29 i 12 Suhoja Su-30MKI koji su koštali 2,43 milijarde dolara radi zamene zastarelog oružja iz sovjetske ere.

Tramp: Razmatramo mogućnost prodaje aviona F-35 Emiratima


Američki predsednik Donald Tramp izjavio je da njegova zemlja razmatra mogućnost prodaje naprednih lovačkih aviona F-35 Ujedinjenim Arapskim Emiratima.

"Oni imaju novac i želeli bi da naruče priličan broj aviona F-35. Kao što znate, to je najbolji lovački avion na svetu, zahvaljujući stelt tehnologiji", rekao je Tramp na jučerašnjoj konferenciji za štampu u Beloj kući.

On je dodao da se mogućnost prodaje tih letelica Ujedinjenim Arapskim Emiratima razmatra u svetlu novog sporazuma o normalizaciji odnosa između te zemlje i Izraela, i istakao da su Emirati načinili "veliki napredak" po pitanju mira na Bliskom istoku.

"Oni bi hteli da kupe F-35 - videćemo šta će se dogoditi", rekao je Tramp, a prenosi AP.

Međutim, izraelski premijer Benjamin Netanjahu pre dva dana je najavio da će se usprotiviti mogućoj realizaciji ovakvog posla uprkos istorijskom sporazumu sa UAE, postignutom prošle sedmice.

Kako navodi AP, jedan list u Izraelu prethodno je objavio da taj sporazum, u čijem postizanju je posredovao Tramp, predviđa mogućnost da UAE nabavljaju napredne oružane sisteme proizvedene u SAD.

HELSINKI — The Finnish government’s budget proposal for 2021 has allayed concerns of delays or reduced funding for the Armed Forces’ (FAF) HX Fighter Program. The plan will effectively increase the military’s budgetary framework in 2021 by $2 billion to $5.8 billion to meet phase one of the project’s procurement costs.

The economic impact of the COVID-19 pandemic, which has forced Finland to significantly increase international borrowings and further load national debt, was feared to have a negative bearing of the fighter replacement project, particularly against the backdrop of a potential economic recession and grim forecasts of an 8 to 10 percent drop in GDP in 2020.

Instead, the 2021 budget both protects and moves forward the $12 billion national security capital investment.

The HX Fighter Program will have a “substantial effect” on the FAF’s budgetary position and finances from 2021, said the HX Program’s Director, Lauri Puranen.

The $5.8 billion allocation represents a massive 54 percent increase on the FAF’s defense budget for 2021 compared to 2020. Moreover, the higher financial provision will elevate military non-aligned Finland’s defense spend, as a ratio of GDP, from 1.4 percent in 2020 to over 2 percent in next year.

Finland plans to procure up to 64 fighters to replace its ageing fleet of F/A-18C/D Hornets. The government is slated to finalize its decision on the choice of fighter aircraft in 2021.

The project timetable, with oversight from the FDF’s Logistics Command, envisages the Finnish Air Force taking delivery of new fighters over the period 2025 to 2030.

International fighter aircraft in contention for the $12 billion contract include the Boeing F/A-18 Super Hornet, the Dassault Rafale, Eurofighter Typhoon, Lockheed Martin F-35 and the Saab Gripen.

Phase two of the HX project is currently underway. This is focused on the content of the procurement in respect to each individual bidder. A request for best and final offers will be sought at the end of the second phase of negotiations in the fourth quarter of 2020, and ahead of a government decision on selection in the first half of 2021.

Although the 2021 budget has secured project-specific funding for the HX Fighter Program, the overall fragile state of Finland’s national finances threatens to curtail capital increases to other areas of defense, including training and multi-branch field exercises, in that year.

Gen. Timo Kivinen, the FAF’s defense chief, said that while the COVID-19 pandemic has resulted in the postponement of exercises, it has not affected Finland’s military readiness.

MELBOURNE, Australia — The Japan Air Self-Defense Force has inducted the first of a new intelligence-gathering aircraft into service, following a two-year flight test program.

The JASDF announced the induction of the RC-2 electronic intelligence, or elint, gathering aircraft at a ceremony held at Iruma Air Base in the western suburbs of the Japanese capital Tokyo on Oct. 1.

The RC-2 is based on Kawasaki Heavy Industries' C-2 airlifter and has been heavily modified with multiple aircraft fairings that contain antennas for detecting, receiving and classifying electronic emissions. The aircraft made its maiden flight in early 2018, though the variant had been in development since at least 2015.

Since that time, it underwent a series of flight tests conducted by the JASDF Air Development and Test Wing at Iruma, where the force’s elint squadron is based.

The RC-2 will replace the four NAMC YS-11EBs currently serving with the squadron, although it’s unknown if the new platform will replace the YS-11EBs on a one-for-one basis. The Defense Ministry’s latest budget request, released on the same day of the RC-2′s induction, seeks $67.2 million to acquire more of the specialized elint systems by purchasing an unspecified number of RC-2s.

Japan is also seeking to recapitalize its standoff jamming capability. The latest budget request sought $144.9 million to develop a new standoff jammer aircraft, with the accompanying graphic released by the ministry suggesting that it will also be based on the C-2.

This aircraft will likely replace the two YS-11EAs and possibly the sole Kawasaki EC-1 in service with the JASDF’s Electronic Warfare Squadron, which is also based at Iruma.

The EC-1 is based on the older Kawasaki C-1 that Japan is slowly replacing with the C-2. The latest budget request is seeking $487.5 million to acquire two more of the airlifters in the coming fiscal year.

Japan has acquired the C-2 at a relatively slow rate, with seven aircraft funded for fiscal 2014 through fiscal 2018. Fiscal 2019 received no funding for the effort.

In recent years, the country has also flirted with the idea of buying Lockheed Martin C-130J Super Hercules airlifters from the United States as a cheaper option.

The U.S. ally is also seeking a further $47.4 million to develop a new elint collection system that will eventually go on a new platform to replace the four Lockheed EP-3C Orion aircraft currently operated by the Japan Maritime Self-Defense Force.

Stejt Dipartment je odobrio prodaju aviona F-35A i F/A-18E/F Finskoj ukoliko neka od ovih letelica pobedi na konkursu za budući borbeni avion. Ukoliko se finci odluče za F-35A, nabavka 64 letelice i 66 rezervnih motora će ih koštati 12,5 milijardi dolara. Ukoliko se pak odluče za F/A-18E/F cena će biti 14,7 milijardi dolara za 50 F/A-18E, 8 F/A-18F i 14 EF-18G. U ovu cenu su uračunati i motori F414-GE-400 ( 166 komada ), rezervni radari i razna druga elektronska oprema. Takođe je u cenu za obe letelie uračunata i nabavka naoružanja kao što su Small Diameter Bomb i rakete AIM-9X.

WASHINGTON — The U.S. State Department on Oct. 9 approved the sale of the F/A-18EF Super Hornet and F-35 Joint Strike Fighter to Finland, paving the way for the nation to purchase American jets should either Boeing or Lockheed Martin win its ongoing fighter competition.

The two U.S. offerings are facing off in a multinational contest that also includes France’s Dassault Rafale, the British-made Eurofighter Typhoon and the Swedish Saab Gripen E/F.

The F-35 package, worth $12.5 billion, includes 64 F-35A conventional-takeoff-and-landing jets, 66 Pratt & Whitney F135 engines, and the aircraft’s associated communications and electronic warfare systems. Notably, it contains not only the aircraft’s current logistics system — the troubled Autonomic Logistics Information System — but also its replacement — the Operational Data Integrated Network — which is under development.

Meanwhile, the Super Hornet package — worth an estimated $14.7 billion — includes 50 single-seat F/A-18E jets, eight double-seated F/A-18Fs and 14 EA-18G Growlers, which is the electronic attack variant. The package also includes 166 F414-GE-400 engines for the dual-engine fighter, Sniper targeting pods, AN/APG-79 radars, AN/ALR-67(V)3 electric warfare countermeasures receiving sets, and Next Generation Jammer Midband and advanced electronic attack kits for the EA-18G.

Both offers include a suite of munitions for the aircraft, including 500 Small Diameter Bomb II weapons, 150 AIM-9X missiles, 200 Joint Air-to-Surface Standoff Missile-Extended Range weapons, Joint Standoff Weapons, Joint Direct Attack Munition kits that turn dumb bombs into precision-guided weapons, and assorted test and support gear for training and maintenance.

After the U.S. Defense Security Cooperation Agency posted the notification of the potential sale, Finland’s Ministry of Defence released a statement clarifying that the announcement represents an important procedural step forward for the HX Fighter Program, but that negotiations with all competitors are ongoing.

“The announcement of the notification procedure does not constitute a procurement decision by Finland, as the decision to procure multi-role fighters will be made by the Government in 2021,” the statement said. “Furthermore, the types and quantities of multi-role fighters and weapons specified in the notification do not represent the final content of the Finnish procurement package; instead, the list published by the DSCA indicates those items and quantities that the US administration is prepared to sell at this stage of the procurement process.”

Finland also addressed the price of the packages, which exceed the $12 billion budget set by the country for the total cost of the program. “In the FMS procedure, the quantities and prices proposed for approval are generally set higher than what the purchasing country has indicated in its own request. The purpose of this formality is to avoid the need to submit a new and time-consuming Congressional Notification in the event that the purchasing country makes changes to the procurement package,” it said.

The winner of the HX competition will produce up to 64 fighters to replace Finland’s Boeing F/A-18C/D Hornets, which are expected to be retired by 2030. Instead of issuing a requirement for a particular number of aircraft with set capabilities, Finland is allowing the vendors to create packages of aircraft and weapons that best meet the Air Force’s operational needs — and the nation’s budget.

Despite financial setbacks to the country caused by the COVID-19 pandemic, Finland’s Defence Ministry in August proposed a massive 54 percent spending boost to the defense budget to $5.8 billion in 2021 (4.87 billion Euros), with much of the increase caused by the HX competition.

Alžiru stigli novi migovi 29M i M2


Ratnom vazduhoplovstvu Alžira isporučena je prva partija ruskih višenamenskih borbenih aviona MiG-29M i M2.

Kako navodi specijalizovani alžirski vojni portal menadefense.net, avioni su u rasklopljenom stanju stigli pre par nedelja i sada su spremni da izvrše svoje prve letove iz vazduhoplovne baze Bousfer.

Portal je izneo podatak da su ovi avioni identični onima koje je nabavio Egipat i da će novi MiG-29M i M2 zameniti starije verzije MiG-a 29 koji danas još uvek lete u sastavu 193. lovačke eskadrile RV Alžira, prenosi Tangosiks.

Menadefense je početkom septembra prošle godine preneo informaciju da je na međunarodnom avio-kosmičkom salonu MAKS-2019. Alžir sa Rusijom potpisao ugovor za nabavku 14-16 višenamenskih borbenih aviona MiG-29M i M2 kao i 14-16 višenamenskih borbenih aviona Su-30MKI(A) koji se već nalazi u naoružanju RV Alžira.

Iako je Alžir prema nekim podacima između 1998. i 2005. iz Belorusije, Rusije i Ukrajine nabavio oko 35 aviona MiG-29 danas se oni nalaze u svega jednoj eskadrili odnosno 193. eskadrili, 3. puka za protivvazduhoplovnu odbranu u bazi Bousfer.

WASHINGTON — The U.S. State Department is backing the sale of as many as 50 F-35 joint strike fighters to the United Arab Emirates in an arms deal worth an estimated $10.4 billion, according to multiple reports.

The news came as the Trump administration informally briefed Congress on its plan to sell the advanced F-35 fighter to the United Arab Emirates Thursday. It follows weeks of speculation and behind-the-scenes debates about how to structure an F-35 deal with the UAE without cutting into Israel’s qualitative military edge. If the sale is permitted by Congress and the UAE opts to buy the full number of F-35A conventional takeoff and landing variants covered by the deal, it would have parity with Israel, which has 50 F-35 “Adir” jets under contract, although the country is considering buying 25 more. (The quantities and values of such deals often change from initial estimates.)

Amid reports the Trump administration is fast-tracking the F-35 sales, key Democratic lawmakers are continuing to urge a deliberate approach, citing concerns for Israel’s security and the security of the warplane’s sensitive technology.

“This technology would significantly change the military balance in the Gulf and affect Israel’s military edge," House Foreign Affairs Committee Chairman Rep. Eliot Engel, D-N.Y., said in a statement. "The F-35 Joint Strike Fighter is a game-changing stealth platform boasting advanced strike capability and unique sensor technology. The export of this aircraft requires very careful consideration and Congress must analyze all the ramifications. Rushing these sales is not in anyone’s interest.”

The consultations came days after Israel said last week it will not oppose the U.S. sale of “certain weapon systems,” widely considered to mean the F-35. That followed an agreement between Israel and the United States to upgrade its capabilities to preserve its edge. Engel said he plans to weigh the U.S. legal obligation to maintain Israel’s military superiority in the region, as well the question of whether the sale would drive demands from other Middle Eastern nations to buy the F-35 in exchange for normalized ties with Israel. (The Trump administration recently brokered such a pact between Israel and the UAE.)

“Israel currently has exclusive access in the region to the F-35, which has guaranteed its military edge over the last several years. As Congress reviews this sale, it must be clear that changes to the status quo will not put Israel’s military advantage at risk,” Engel said.

“This technology also must be safeguarded from our greatest global adversaries. With Russia and China active in the region, the American people will require unimpeachable assurances that our most advanced military capabilities will be protected.”

For decades, the State Department has informally consulted with the Senate Foreign Relations and House Foreign Affairs committees before formally notifying Congress of sales, which affords lawmakers a chance to block them. Though lawmakers typically consider such deliberations sensitive and rarely speak publicly about them, Engel broke the news Congress had been informally notified. Assistant Secretary Bureau of Political-Military Affairs R. Clarke Cooper told reporters Wednesday the department plans to honor that process.

Though Reuters has reported there is a goal to have a letter of agreement between the U.S. and the UAE by Dec. 2, Cooper said “there are no dates associated with the work that’s being done.” He declined to provide specifics of a potential deal and the State Department declined to comment on Thursday. F-35 prime contractor Lockheed Martin referred questions to the State Department.

Israeli opposition would be fatal to the deal in Congress, where Israel enjoys strong support. Two key Democrats introduced legislation earlier this month that would place restrictions on F-35 sales to Middle Eastern nations to address their concerns about both the Israel’s security and the security of F-35 technology.

On Thursday, Engel invited colleagues to join him in legislation, “to ensure that the sale of these types of weapons adhere to our most important national security goals.”

WASHINGTON — The U.S. State Department on Tuesday cleared a massive package of F-35 fighter jets and MQ-9 unmanned systems for the United Arab Emirates, making official a potential sale still opposed by many congressional Democrats.

In a statement, Secretary of State Mike Pompeo announced that the package, which comes with an estimated price tag of $23.37 billion, includes up to 50 F-35s worth $10.4 billion, 18 MQ-9Bs worth $2.97 billion, and $10 billion worth of air-to-air and air-to-ground munitions.

“This is in recognition of our deepening relationship and the UAE’s need for advanced defense capabilities to deter and defend itself against heightened threats from Iran,” Pompeo said. “The UAE’s historic agreement to normalize relations with Israel under the Abraham Accords offers a once-in-a-generation opportunity to positively transform the region’s strategic landscape. Our adversaries, especially those in Iran, know this and will stop at nothing to disrupt this shared success.”

“The proposed sale will make the UAE even more capable and interoperable with U.S. partners in a manner fully consistent with America’s longstanding commitment to ensuring Israel’s Qualitative Military Edge,” he added, referencing a U.S. legal standard that Israel maintain a military technological advantage over its neighbors.

The sale was expected ever since the signing of peace agreements between Israel and the UAE. The administration previously informally notified Congress of the sale’s details, with leading foreign policy Democrats signaling they would act to block it.

Potential foreign military sales notified to Congress are not guaranteed to move forward, and the quantities and dollar figures can often change during final negotiations. But even getting this far is a big win for the UAE, which has long sought the stealthy F-35; it also represents a win for the Trump administration, which has made increasing U.S. weapon exports a key part of its economic platform.
