Osnovna konstrukcija ovog tenka (tip 89) nastala je 1925.godine kao tenk broj 1, namjenjen je bio za podršku pješadiji. Sa svojim topom od 57 mm bio je učinkovit u napadanju obrambenih položaja. Mitraljezi bili su postavljeni jedan pozadi, drugi naprijed sa lijeve strane. upotrebom uočene manjkavosti su otklanjane tijekom upotrebe. Tako je pogonski motor V8 od 140KS zamijenjen Mitsubishijem od 105 KS. Upravljan je kvačilom i kočnicom.
Godine 1934 došlo je do velike promjene, ugrađen mu je dizel motor, naziv je bdobio 89B CHI-RO. Ta vrsta tenkov se upotrebljavala u ratu sa Kinom (1937.godine) i protiv Crvene armije 1938.godine.
