Posle demonstracija u gradu Talas, koji se nalazi na severozapadu Kirgizije, kada su demontranti upali u zgradu provincijske vlade, i navodno uzeli lokalnog guvernera kao taoca, neredi su se brzo proširili i na ostale delove zemlje. Demonstranti u glavnom gradu Biškeku su opkolili zgradu predsedništva, a policija, koja je u više navrata bila razbijena od strane demonstranata, se nalazi ispred zgrade, i pucala je na demonstrante. Tom prilikom ubijeno je više desetina ljudi. Demonstranti su zauzeli i nekoliko radio i TV stanica, a demonstrante nema ko da smiri, jer su vođe opozicije sinoć uhapšene. Predsednik Kurmanbek Bakijev je po svoj prilici napustio Biškek, i najverovatnije se trenutno nalazi u Ošu, trećem gradu po veličini u toj zemlji. Ministar unutrašnjih poslova Moldomusa Kongatijev je otišao u Talas, da smiri situaciju, ali je je prema nekim navodima prebijen u otet, a prema drugim ubijen. Na snimcima se vide i pripadnici vojske, ali nije poznato u kojoj meri vojska učestvuje u smirivanju situacije ili u suzbijanju demonstracija.

Kurmanbek Bakijev, beše li to još jedan od "šampiona demokratije", koji je došao na vlast na talasu raznobojnih (narandžasta, purprna i štatigajazanam) revolucija pre 4-5 godina?

Da, to je taj pobornik "Ljusdkih prava" i "zapadne demokratije" što je planirao da otvara američke vojne baze po Kirgiziji ...

Malo po malo, sve te "revolucije" su pojele svoju decu ...

Da, taj revolucionar je hteo da stvori pravednije društvo, tako što je familiji pravedno podelio sve moguće poslove i resore; jedan njegov brat je direktor carine, drugi braca je zamenik direktora tamošnje državne bezbednosti, treći je ambasador u Nemačkoj, četvrti je vodeći tajkun... Tu ne treba izostaviti i njegove sinove, Maksima Bakijeva, koji je takođe jedan od vodećih tajkuna u zemlji, i priča se da je povezan sa borisom Berezovskim, a drugi sin, Marat, je takođe u državnoj bezbednosti. Iskra koja je zapalila ovaj narodni ustanak je hapšenje lidera opozicije, kao i najavljeno poskupljenje cena struje i grejanja.

Summary

Violence is wracking the former Soviet state of Kyrgyzstan, and reports indicate the president may have left the country — which would mean an end to the government in power. The chaos of the past several hours is not so much symptomatic of a political or strategic struggle, but of a state in its dying days.
Analysis

Kyrgyzstan is not only landlocked but also mountainous and so is dependent upon food imports. Those mountains split its population centers into three distinct regions that are almost wholly dependent upon other states for transport access. The capital, Bishkek, lies in the far north and is separated by mountains from the Talas region in the northwest and the more populous Ferghana Valley in the south. The good parts of the Ferghana — the valley floor — belong to Uzbekistan, leaving Kyrgyzstan with the less useful and much more difficult-to-develop mountain slopes. Simply getting from one part of the Kyrgyz Ferghana to another is very difficult, as Uzbekistan often places border restrictions on movement (as it has today).


What infrastructure Kyrgyzstan has was built by the Soviets, and while in the years since the 1991 collapse the Russians have made some efforts to maintain links to some of their former territories, Kyrgyzstan has never been on that list. What few trans-FSU transport systems that cross Kyrgyz territory have been rendered useless by Uzbek-built bypasses. Unlike most of the region, Kyrgyzstan has no petroleum resources or even refineries, making it utterly dependent upon energy imports as well.

The one and only export of note is electricity generated by hydropower, but as the country’s infrastructure has crumbled, there is no longer enough to meet both domestic and export demand. Without exports, the people cannot eat, and so for the past two years the country has gotten progressively darker. And this “renewable” resource will soon fail at a basic level. Overwatering downstream is turning the southern reaches of Central Asia into desert. One of the many impacts of this process is the accelerated melting of the glaciers that fuel Kyrgyz hydropower.

Simply put, in the best of circumstances the only future Kyrgyzstan has is that of a vassal to a more powerful entity. It totally lacks any domestic capacity to generate capital, and the cost of developing its territory is extremely capital-intensive. It simply cannot survive on its own, and the only reason it has maintained its independence since the Soviet fall is that no one with the capacity to assert control over Kyrgyzstan really wanted it for themselves.

The country lived on a small dribble of foreign aid during the 1990s. When that ended, there was a “Tulip” revolution that swept aside the old Soviet-era leadership. A new dribble of support came in from a handful of mining firms that first considered — and then largely dismissed — some long-term extraction projects. That income, too, has now dried up. The country is now financially destitute, and its infrastructure is breaking down with no hope it could be maintained further.


But there has been a bit of interest from four powers. First is the United States. Prosecuting the war in Afghanistan requires an airbase in the general vicinity of Central Asia. Unfortunately for the Americans, most of the region’s states are either hostile to Washington (Uzbekistan), too tightly allied with Russia (Kazakhstan and Tajikistan) or both (Turkmenistan). That leaves Kyrgyzstan. And so the United States maintains an airbase at Manas, the international airport outside of the capital, primarily as a transshipment point for supplies and passengers as well as the primary hub for aerial refueling.

Second is Russia. Never ones to be outflanked, the Russians have established a series of outposts in the country solely to serve as a political counterbalance to the Americans. Should the Americans leave, for whatever reason, we have little doubt that Moscow would quickly scale back to a token presence. (Incidentally, rent on the American and Russian facilities may have been the only thing keeping the country going the past two years.)

Third is the most interested power: Uzbekistan. Tashkent would like to gain control of the upper reaches of the Ferghana Valley so the region’s hydroelectric potential could directly serve Tashkent’s needs. Uzbekistan has long maintained a robust security presence in the Ferghana and has filled local Kyrgyz cities like Osh with intel assets. But it wouldn’t dream of making a direct bid for control so long as there are American and Russian troops in the country.

Finally, there is China. Beijing sees Kyrgyzstan as a potential conduit to the energy riches of Central Asia. It is not that the Chinese see Kyrgyzstan as ideal — they would have to cross the same mountains that so enervate Kyrgyz economic activity. The Americans and Russians have a short-term interest in Kyrgyzstan, so the Chinese are unlikely to move boldly anytime soon, but the country is nonetheless a potential opening for Beijing simply because Washington and Moscow care so little about it in the long term.

It is too soon to forecast the consequences of the civil breakdown. We know that state television is showing opposition programming and the airport is barely operating. Kazakhstan, Uzbekistan and Tajikistan have all closed their borders, which due to the fractured transport system essentially prevents what security forces the country does have from moving from one region of the country to another.

The country is so poor that security forces normally do not use bullets or tear gas to restore order — instead resorting to cheaper canine units — but today, both bullets and tear gas appear to have been liberally applied. We know looters have seized control of several stashes of government weapons, which is never a good sign. Parliament has been sacked, and the general prosecutor’s office in the capital is burning. According to Russian press, law enforcement is so weak that they are only able to control the “White House,” the seat of the executive. Rumor has it that the interior minister has already been killed and now it appears that the president has fled the country.

We cannot say that this is either the end of Kyrgyzstan or the result of any greater ideological or geopolitical conflict by outsider powers. It appears to “simply” be the sort of civil breakdown that occurs when a state that cannot sustain itself starts to break down. Kyrgyzstan might not die today, but have no doubt, it is dying. The only question is who will pick up the pieces after it is gone.

Zgrada lokalne državne bezbednosti je zauzeta i opljačkana, kao i zgrada državne televizije, čiji link ne radi. Vlada je podnela ostavku, ne zna se gde je Predsednik. Novi Premijer je Roza Otunbajeva, takođe jedan od vođa revolucije. Ona će najverovatnije i da zameni Bakijeva, ako se nešto u međuvremenu ne preokrene u njegovu korist.

Putin poriče da je Rusija na bilo koji način umešana u dešavanja u Kirgiziji, iako još niko nije to pomenuo, on je valjda za svaki slučaj demantovao Smiley :

"No matter what is going on there - it's Kyrgyzstan's domestic affair. The only thing I ask is that the authorities and opposition demonstrate restraint and refrain from violence," Putin said.

He also said that Kyrgyz President Kurmanbek Bakiyev had repeated mistakes made by his predecessor, Askar Akayev.

"When President Bakiyev came to power [after the so-called tulip revolution in 2005], he harshly criticized the toppled president, Akayev, for nepotism and giving his relatives top economic posts. I get the impression that Bakiyev has fallen into the same trap," Putin said.

Kyrgyzstan, where Russia and the United States both have military bases, has been unstable since Bakiyev took office but major political unrest began in Kyrgyzstan last month when opposition forces accused the government of tightening its grip on power while failing to bring stability and economic growth.

Zatvorena granica Kirgistana i Kazahstana


07.04.2010.

Biškek – Pogranična kontrola Kirgistana zatvorila je granicu te zemlje sa Kazahstanom na zahtev kazahstanskih vlasti, javila je agencija Rojters.

"Kazahstanci sada ne mogu putovati u Kirgistan i naši građani ne mogu ići u Kazahstan", rekao je portparol granične službe Džudar Isakonov.

On je, u izjavi britanskoj agenciji, odbio da kaže do kada će granica biti zatvorena, ali je ukazao da to "zavisi od socijalne i političke situacije" u Kirgistanu, gde je danas u sukobima vladinih snaga i opozicionara ubijeno nekoliko desetina ljudi.

Opozicija preuzela vlast u Kirgistanu

Lider opozicije i šef nove samoproklamovane vlade u Kirgistan Roza Otunbajeva izjavila je danas da je nova vlada preuzela kontrolu nad gotovo čitavom zemljom i raspustila parlament, nakon što je najmanje 75 osoba izgubilo život u nasilnim protestima, a predsednik Kurbanbek Bakijev bio prisiljen da napusti prestonicu.

"Sve oblasti su pod našom kontrolom, ali još uspostavljamo kontrolu nad oblastima Oš i Jalalabad", rekla je Otunbajeva novinarima, ističući da se parlament raspušta u skladu sa dekretom o predaji ovlašćenja, javio je Rojters.

Otunbajeva je izjavila da će nova vlada zadržati postojeći sporazum prema kojem se Sjedinjenim Američkim Državama dozvoljava da imaju vazduhoplovnu bazu u ovoj zemlji, koja služi kao tranzitni centar za snabdevanje trupa u Avganistanu.

U sukobima snaga bezbednosti i demonstranata, koji su počeli juče u prestonici Kirgistana Biškeku, poginulo je najmanje 75 osoba, a povređeno više od 1.000 ljudi, saopštilo je ministarstvo zdravlja ove zemlje.

Opozicija je preuzela sedište vlade u Biškeku, a kako ulaze u zgradu niko ne kontroliše, ljudi iz zgrade iznose tepihe, računare i kancelarijski nameštaj, navodi Itar-Tas s i dodaje da na ulicama prestonice nema pripadnika policije.

Prema rečima jednog svedoka, opozicija je danas preuzela i zgradu vlade u južnom gradu Oš, drugom po veličini u ovoj zemlji, na čijem je gradskom trgu, gde se ranije okupilo najmanje 2.000 ljudi, došlo do sukoba između demonstranata i pristalica vlade, piše Rojters.

Predsednik Kurbanbek Bakijev se, prema pisanju britanske agencije, vratio u svoju rodnu oblast Jalalabad na jugozapadu zemlje kako bi okupio pristalice, dok su svetske agencije ranije javile da je predsednik pobegao u grad Oš.

Ministar odbrane samoproklamovane vlade u Kirgiziji Išmail Isakov izjavio je da su oružane i granične snage pod kontrolom nove vlasti i da "nikada više neće biti upotrebljene kako bi se rešila unutrašnja pitanja". 

Mnoge kuće su opljačkane i zapaljene, uključujući i zdanje koje pripada porodici Bakijev, javila je kirgiska agencija Kabar.
Svetske novinske agencije sinoć su javile da se vlada Kirgizije složila da podnese ostavku, a da je predsednik Kurmanbek Bakijev otputovao u Oš, grad na jugu zemlje.

Ruska agencija RIA Novosti prenela je da je lider opozicije u toj centralnoazijskoj državi Temir Sarijev izjavio da je vlada podnela ostavku, a predsednik Bakijev napustio prestonicu, preneo je Rojters.

Poslanik iz redova opozicione Socijaldemokratske partije Galina Skripkina je, pak, kazala da je postignut dogovor sa vladom da podnese ostavku, "koji još uvek nije potpisan na papiru". Skripkina je dodala da je Bakijev avionom iz Biškeka stigao u Oš, preneo je Rojters.

Američka novinska agencija Asošiejtid pres (AP) je javila da su opozicioni političari sinoć zauzeli štabove kirgiskih snaga bezbednosti.

Jedan od opozicionih lidera Kenešbek Dujšebajev sedi u kancelariji šefa agencije za nacionalnu bezbednost i izdaje naređenja tajnim agentima i specijalnim snagama, preneo je AP.

Sjedinjene Američke Države, međutim, veruju da je vlada u Kirgiziji i dalje na vlasti uprkos tvrdnjama predstavnika opozicije da je podnela ostavku i da je predsednik Bakijev napustio Biškek, saopštio je u Vašingtonu portparol Stejt departmenta Filip Krouli.

Putin apelovao na uzdržavanje od nasilja


08.04.2010.

Rusija će i dalje pružati narodu Kirgistana neophodnu humanitarnu pomoć, rekao je ruski premijer Vladimir Putin u telefonskom razgovoru sa opozicionim liderom te države Rozom Otunbajevom, pozivajući istovremeno na uzdržavanje od nasilja, saopštio je danas Putinov pres sekretar Dmitrij Peskov. On je rekao da je „važno napomenuti da je Putin razgovarao sa Otunbajevom, kao sa predsednikom vlade narodnog poverenja“, prenosi Itar-Tas.

"Putin je izrazio molbu da se uzdržava od nasilja i će biti donete sve neophodne mere radi osiguranja bezbednosti inostranih i diplomatskih predstavništava“, rekao je Peskov.

Pres sekretar ruskog premijera je naveo da je Otunbajeva saopštila Putinu da "vlada narodnog poverenja, koju je ona formirala u potpunosti kontroliše situaciju u Kirgiziji, kao i sve policijske i pravosudne organe i oružane snage“. Otunbajeva je rekla da je situacija u zemlji i dalje „složena“ i da joj je potrebna ekonomska podrška, a Putin je na to rekao da je „polazeći od naročitog karaktera odnosa dve zemlje, Rusija uvek pružala i spremna da i dalje pruža neophodnu humanitarnu pomoć narodu Kirgistana“.


NATO obustavio letove iz baze u Kirgistanu

Letovi aviona iz NATO baze Manas u Kirgistanu, koji su podrška operaciji alijanse u Avganistanu, obustavljeni su i neke letelice prebačene na drugu lokaciju, saopštile su NATO snage u Avganistanu. Prema izjavi portparola NATO-a u Kabulu potpukovnika Teda Šoltisa, obustava letova neće značajno uticati na operaciju u Avgnistanu, prenela je agencija Rojters.

Nije saopšteno mesto na koje su prebačene neke letelice iz baze u Manasu.

NATO je preduzeo ovu meru, kako je objašnjeno, zbog političke situacije u Kirgistanu. Baza NATO-a u Manasu je bila važna logistička podrška operaciji u Avganistanu. Korišćena je za transport vojnika i raznih potrebština, a posebno je bila angažovana ove godine, jer se očekuje dolazak dodatnih 30.000 američkih vojnika u Avganistan, prema decembarskoj odluci američkog predsednika Baraka Obame.

U nelatu pravedničkog gneva opljačkane su sve prodavnice, a nova vlada je imenovala komandanta grada Biškeka, koji je preuzeo funkciju od gradonačelnika.
