It has also been beset by controversy throughout its 20-year development period. Crashes that have killed more than 20 Marines, and engine stalls have not been good publicity for the program. Issues with their AE1107C Liberty engines in Iraq that may lead to the end of Rolls Royce’s Power By the Hour® maintenance arrangement, or even replacement of the Liberty engines altogether. Despite these issues, and the emergence of more conventional compound helicopter technologies, the V-22 program continues to move forward. In March 2008, the Bell Boeing Joint Project Office in Amarillo, TX received a $10.4 billion modification that converted the previous advance acquisition contract (N00019-07-C-0001) to a fixed-price-incentive-fee, multi-year contract. The new contract now sits at $10.8 billion, and will be used to buy 141 MV-22 (for USMC) and 31 CV-22 (Air Force Special Operations) Osprey aircraft, plus associated manufacturing tooling to move the aircraft into full production. The tilt rotor aircraft takes off and lands like a helicopter. Once airborne, its engine nacelles can be rotated to convert the aircraft to a turboprop airplane capable of high-speed, high-altitude flight. Američki marincu su potvrdili u lipnju kako će još 12 zrakoplova MV-22 trajno biti razmješteno na Okinawi. Prva eskadrila se razmjestila na otoku prošle jeseni. U ponedjeljak, predsjednik vlade na otoku Hirokazu Nakaima izrazio je zabrinutost japanskom ministru vanjskih poslova Fumio Kishidi zbog spomenutog plana. Japanska vlada i Marinski korpus obavili su nezavisnu istragu o padu dva zrakoplova Osprey prošle godine -- jednog u Africi i jednog na Floridi -- zaključak je kako su padovi bili prouzročeni greškom pilota. Vendar konvertiplan osprey še vedno velja za izredno slabo oboroženega v primerjavi z večino drugih vojaških helikopterjev, saj je oborožen le z mitraljezom M240 (7,62 mm) ali M2 (12,7 mm), nameščenim pri stranskih vratih na zadnjem delu. V prihodnosti ga nameravajo oborožiti tudi z gatlingovim tricevnim mitraljezom GAU-19 (12,7 mm) pod nosom letalnika. Težava oborožitve konvertiplana Bell/ Boeing V-22 osprey, hibridnega letalnika, ki lahko vzleta in pristaja kot helikopter ter leti kot propelersko letalo (VTOL), se namreč skriva v njegovi konfiguraciji. V-22 ima namreč ob straneh dva premikajoča se 12-metrska rotorja, zato so namestitve orožja možne le pod trupom, na sprednjem in zadnjem delu letalnika. Proizvajalec Bell Boeing pa je v zadnjih mesecih storil velik korak naprej pri oboroževanju konvertiplana V-22 osprey, kar so skupaj s podjetjem BAE Systems napovedali že februarja 2014, o čemer smo poročali v članku spodaj. Bell/Boeing je namreč v ponedeljek 8. decembra 2014 sporočil, da so uspešno izvedli testne izstrelitve raket iz nosilcev, nameščenih ob straneh na sprednjem delu letalnika, kar je razvidno tudi iz slik in videoposnetka. Iz Pentagona so v torek 14. julija 205 sporočili, da so sklenili prvo mednarodno pogodbo za prodajo konvertiplanov V-22 osprey. Japonske samoobrambne sile (japonska vojska) se že od leta 2012 zanima za nakup ameriških hibridnih letalnikov Bell Boeing V-22 osprey (vzletajo in pristajajo kot helikopter, letijo kot propelersko letalo). Japonci nameravajo kupiti skupaj 17 konvertiplanov V-22 osprey in 40 Rolls Roycevih motorjev zanje (v skupni vrednosti okoli 3 milijarde USD). Del novih letalnikov bodo namestili tudi na novo amfibijsko-desantno ladjo (nosilko helikopterjev) Izumo (DDH-183), ki velja za največjo japonsko vojaško ladjo po 2. svetovni vojni. Pentagonova Agencija za obrabno-varnostno sodelovanje (DSCA) je japonski nakup odobrila maja 2015 z obrazložitvijo, da bo prodaja konvertiplanov V-22 osprey pomagalo posodobiti japonsko floto in okrepiti njihovo sposobnost za izvajanje humanitarnih ter reševalnih misij, kot tudi za podporo amfibijskim operacijam. V Textronu (Bell) so že pred nekaj leti ugotovili, da bi lahko po letu 2015 ponudili (prodali) konvertiplan Bell Boeing V-22 osprey (podrobneje smo ga predstavili v Reviji Obramba, maj 2009) približno dvanajstim državam. Proizvodnja različic V-22 za potrebe Ameriških letalskih sil (USAF) in Korpusa mornariške pehote (USMC) se namreč zaključuje v letu 2016 (izdelanih bo okoli 250 ospreyev), Bell Boeingovi proizvodni obrati ospreyja pa bi tako lahko prevzeli tudi večja tuja naročila. S tem posebnim letalnikom, ki združuje zmogljivosti helikopterjev in turbopropelerskih transportnih letal, naj bi oborožene sile zamenjale odhajajoče, predvsem tehnološko zastarele transportne helikopterje in letala. Izrael je bil prvi med potencialnimi kupci konvertiplana V-22 osprey, ki je tudi že naročil 12 letalnikov MV-22B, nato pa so oktobra 2014 (začasno) preklicali naročilo.
