Južna Koreja odbacila mogućnost rata sa Severnom Korejom

Južnokorejski lider Li Mjung-bak odbacio je danas
svaku mogućnost ulaska u rat sa Severnom Korejom


"Ne postoji apsolutno nikakva mogućnost da na Korejskom poluostrvu izbije sveobuhvatni rat", izjavio je Li u Singapuru, gde učestvuje na samitu o bezbednosti, javio je AP.

"Međutim, povremeno se javlja ponašanje od strane Severne Koreje koje ugrožava mir na lokalnom nivou", istakao je Li, dodajući da će Južna Koreja takvo ponašanje "snažno suzbijati".

Li je, takođe, rekao da je važno da se Severna Koreja "brzo otvori i pođe putem industrijalizacije kao Kina".
 
Ovaj komentar, koji je iznesen na jednom zatvorenom sastanku poslovnih ljudi i postavljen na vebsajt predsednika Južne Koreje, usledio je samo nekoliko sati pošto je južnokorejska vlada zatražila od Ujedinjenih nacija da kazne njenog severnog suseda zbog potapanja njenog ratnog broda.

To je prvi put od potapanja broda da je Li kategorički odbacio mogućnost ulaska u rat sa Severnom Korejom, koja je, međutim, upozorila da će svaki pokušaj da se ona kazni zbog ovog incidenta dovesti do rata.

Ključne promene u rukovodstvu Severne Koreje

Parlament Severne Koreje danas je izvršio ključne promene u vladajućoj garnituri zemlje, u kojima je zamenjen premijer i poverena važna pozicija u Komisiji za nacionalnu odbranu zetu severnokorejskog vođe Kim Džong Ila, prenose državni mediji.

Kim Džong Il je prisustvovao sednici parlamenta, drugoj ove godine, što je retko u Severnoj Koreji. Severnokorejski parlament sastaje se jednom godišnje da odobri zakone koje predlaže vladajuća Radnička partija i ovo je prvi put od 2003. da se sastao dva puta iste godine.

Parlament se sastao 9. aprila da razmatra ekonomska pitanja i nije dat razlog zašto je danas održana sednica. Za novog premijera imenovan je Cco Jong Rim koji će zameniti Kim Jong Ila, javila je agencija KCNA. Na mesto zamenika predsednika moćne Komisije za nacionalnu bezbednost, kojom predsedava Kim Džong Il, imenovan je Džang Song Tek, zet severnokorejskog lidera.

Veruje se da Džang podržava trećeg sina Kim Džong Ila, Džong Una, za koga analitičari očekuju da će biti naslednik severnokorejskog vođe. Pitanje naslednika postalo je aktuelno od kada je Kim Džong Il pretrpeo moždani udar u avgustu 2008. godine. Izmene uključuju i imenovanje tri nova zamenika premijera i tri
ministra zaduženih za laku industriju, sport i hranu.

Kako navodi AP, ove promene su sprovedene u sred sve teže ekonomske situacije u zemlji i rastućih tenzija sa južnokorejskim susedom oko potapanja južnokorejskog ratnog broda u martu, u kome je poginulo 46 mornara. Međunarodna komisija utvrdila je da je torpedo ispaljen sa severnokorejske podmornice potopio brod, što Severna Koreja odbacuje.


Lavrov: Ne sme se dozvoliti konflikt

Sergej Lavrov je istakao da Rusija i Kina pokušavaju da ne dopuste masovni konflikt između Pjongjanga i Seula. Da podseimo da su se odnosi između Severne Koreje i Južne Koreje naglo zaoštrili zbog potonuća južnokorejskog broda Čhonan u Žutom moru. Južna Koreja uz podršku SAD i Japana optužila je Severnu Koreju za uništavanje broda.

Pjongjang poriče svoju umešanost u incident. Sergej Lavrov smatra da u pogledu krivaca za potonuće korvete Čhonan treba da se preduzmu odgovarajuće neophodne i adekvatne mere. On je podsetio da je ruska strana u cilju utvrđivanja krivaca za ovu katastrofu uputila u Južnu Koreju grupu eksperata radi provere rezultata istraživanja, koje je sprovela međunarodna komisija. Prema saopštenjima stranih medija, ruski eksperti mogu da izvedu zaključek po okončanju rada naredne nedelje.

Analysis
North Korea carried out a government reshuffling June 7 during a session of the Supreme People’s Assembly (SPA), replacing the premier and the ministers of light industry and foodstuffs, and promoting Kim Jong Il’s brother-in-law, Jang Song Thaek, to vice chairman of the National Defense Commission (NDC). A significant leadership shuffle had been expected since the announcement of the unusual SPA session following Kim Jong Il’s recent visit to China.

An initial review of the changes suggests two key points: the first is attention to economic policies (and particularly their domestic component), and the second relates to the succession plans.

According to a statement released by North Korea’s state-run news agency, Choe Yong Rim replaced Kim Yong Il as premier of the North Korean Cabinet, a position that is responsible in large measure for economic policy. Kim Yong Il, a former minister of maritime and land transport, had been appointed premier in 2007, replacing then-Premier Pak Pong Ju, a former minister of chemical industry who took the premiership in 2003.

North Korean economic policy priorities can sometimes be revealed, at least in part, through the choice of premier and the affiliated Cabinet positions. Pak, a heavy industry veteran and one of several technocrats appointed in 2003, represented the focus on heavy industry amid economic experimentation. His successor, Kim Yong Il, saw a further shift in attention, not only to strengthening core domestic industries but also to expanding the export industries.

Choe’s appointment, however, does not seem so revealing, at least on the surface. Choe serves as chief secretary of the Pyongyang City Committee of the Workers’ Party of Korea and was elected general-secretary of the presidium of the SPA in 2009. Born in 1929, Choe is more than 80 years old (raising further questions about the May firing of NDC member and First Vice Minister of the People’s Armed Forces Kim Il Chol, who was ostensibly dropped because he was older than 80) and followed a fairly traditional path for that generation of North Korean leaders, studying at Mangyongdae, Kim Il Sung University, and abroad in Moscow. His background and age suggest less about any new economic policy direction than a desire by Kim Jong Il to have a less ambitious individual in the post, particularly after the recent disruptive currency revaluation. This allows the North Korean leadership to focus on stability ahead of the rumored 2012 leadership transition.

The replacement of the foodstuffs and light industry ministers is a bit more revealing, suggesting both the continued fallout from the mishandled currency revaluation and the added focus on domestic goods. When Pyongyang turns its attention to foodstuffs and light industry, it usually indicates the country is trying to raise the standard of living, or at least the perception of that standard of living. With the South threatening to step up its propaganda campaign in the North, rumors of public dissatisfaction with the continued failures on economic policy and reports of spreading dissatisfaction with North Korean leadership succession plans, shifting attention to domestic daily needs may help soften potential discontent.

The leadership issue also surfaced in the reshuffling of posts, with Jang Song Thaek’s appointment as vice chair of the NDC, the center of North Korean power. Jang, Kim Jong Il’s brother-in-law, has been an instrumental player in the behind-the-scenes maneuvering over the plans for just which son, if any, will succeed Kim Jong Il in the future. As a member of the Kim family (even if through marriage), Jang’s promotion also serves to solidify the dynastic approach to North Korean leadership. With rumors and leaks continuing to circulate that Kim plans to carry out a live transition of power in 2012 to his youngest son, Kim Jong Un, it will be important to have strong support in key areas of government and the military.

The one outstanding question regarding the June 7 SPA session and the government reshuffling is the level of Chinese influence. North Korea rarely holds two SPA sessions in the same year, and never just two months apart. Yet this session was announced only after Kim Jong Il traveled to China, a visit that came amid rising tensions on the Korean Peninsula in the wake of the March sinking of the South Korean navy corvette ChonAn, for which the North has been blamed.

Kim Jong Il has retained Chinese support, or at least a Chinese spoiler role, in avoiding significant South Korean, U.S. or international action in response to the ChonAn incident, but it is unclear how much this Cabinet change, or other policies, may have been the price Pyongyang paid to maintain Chinese support. Beijing has hinted to Seoul that things are more under control in Pyongyang than may appear outwardly and pointed to the announced June 7 SPA session as something to watch for a significant signal. Just how significant that signal is, and whether China remains satisfied with its level of influence in Pyongyang, is not yet clear.

Shortly after the Cheonan incident occurred, the possibility of a North Korean “human torpedo attack” was reported by a South Korean daily newspaper. Thereafter, pro-Kim Jong Il regime media sources and Internet users devalued the story, saying that it was imaginary and could have come out of the latest James Bond movie. After the investigation team revealed the results of the investigation, human torpedoes disappeared from the media completely.

However, one defector, Kang Myung Cheol, who came to South Korea on a wooden boat via the West Sea, believes, “In the West Sea, there is always the possibility of human torpedo attack.”

Kang is a former lieutenant major in the North Korean navy. He was formerly the trainer of squads of sharpshooters; namely numbers 8, 11 and 34 squadrons attached to the North Korean naval headquarters.

Kang, based on his experience, believes, “Although the Cheonan was not attacked by a human torpedo, we shouldn’t say there is zero possibility of a North Korean human torpedo attack.”

In an interview with The Daily NK, Kang explained, “The North Korean navy have been training for human torpedo attacks: whereby groups of three, five or six special forces pilot a small submarine into the West Sea, and attack a ship with a torpedo.” He added, “Attack by a human torpedo is a really corny idea, but if you use the tides well, you can achieve a lot relative to your effort and costs.”

He also explained that since guerrilla combat is considered a major military strategy in North Korea, human torpedo attack is a valid tactic.

Those who are trained for the work of a human torpedo all belong to the North Korean naval headquarters. When recruitment for military service starts in spring and fall each year, the naval headquarters selects soldiers directly from the military mobilization department.

Some 300 soldiers are generally selected for the training each year, but it is whittled down to 30 after basing training. Of course, the standards are physical strength and family background. Once a man is picked, he is treated as being among the highest soldiers in the North Korean military, even higher than a combat pilot or crew member on a submarine.

Human torpedo attackers have to take 60 % sea training and 40% ground training. The core sea training involves survival training for three days adrift, being submerged in deep water, and underwater explosions. The ground training involves target practice, infiltration and returning to base, just like that of the special attack corps.

Basic training is held in the vicinity of Sukseom in Pyongyang, while Cho Island at the southern tip of Cape Beepa, which also hosts a submarine base, is the place for adaptation training. Then, finally, practical training is held on Mahap Island, South Hwanghae Province, which is the location of the training station of the General Department of Reconnaissance.

According to Kang, North Korea’s chosen infiltration route is around Hwarin Island in the West Sea. By using the tide, agents depart Hwarin Island, which is close to the Northern Limit Line (NLL), put a magnetic bomb containing four kilograms of explosive on a target, get away from the target using the ebb tide and then detonate the explosives by remote control. After completing the operation, they come back to base by small submarine around Cape Jangsan.

He said that, “Especially, the South Korean navy should be careful of the route around the back of the NLL by semi-submersible, in which a vessel with a crew of six can reach 60 knots, and the shipping lanes around Baekryeong Island using midget submarines in an area where there are lots of rocks and small islands.”

The North Korean navy believes that a midget submarine can carry ten to twelve crew members and move fast, so it has them stake out around rocky areas and then approach targets. Therefore, it is hard for the South’s navy to note an approach.

He explained, “The South Korean military is digitized and scientifically advanced, so it is easy for them to ignore North Korea’s primitive ways.” He described his experience when he stepped onto South Korean soil as an example. When he floated into the West Sea on a wooden boat, there was no monitoring by the South Korean navy. Upon stepping onto land after a long period of hesitation, he encountered a South Korean soldier, and told him, “I have come from the North.” He did not meet any opposition from the South’s navy.

Kang pointed to the No. 11 squadron as the main force behind the Cheonan attack because it maintains the right firepower and has a high capacity to wage guerilla war. It is located in Walsa-ri, Kwail, South Hwanghae Province.

However, he says of the North’s navy, “It is most on the level of the 1970s. They cannot train for a lack of fuel, so corrosion and equipment failures are commonplace.”

“When I went to the No. 11 squadron for an inspection in 2005, soldiers ate merely half the standard ration of grain with only salted radish.”

Kang concludes that North Korea’s interest in unusual forms of warfare is a rational appreciation of its limitations, “Although there are hundreds of torpedo boats and warships in North Korea, they face being destroyed at anchor due to a lack of fuel if it comes to a war. That is the reason why North Korea has so much interest in underwater guerrilla attacks.”

Seul - Severna Koreja je zapretila Seulu, izražavajući tako neslaganje sa zahtevom
Južne Koreje UN da kazni Pjongjang zbog napada na južnokorejski ratni brod.


Severnokorejske oružane snage najavile su akciju sa ciljem uništavanja instaliranih zvučnika duž granice preko kojih se pozivaju vojnici da prebegnu u Južnu Koreju.

Međunarodna komisija predvođena predstavnicima Seula utvrdila je odgovornost Severne Koreje za napad na južnokorejski ratni brod u kojem su 26. marta poginuli mornari.

Južna Koreja je prošle nedelje ponovila zvanični zahtev Savetu bezbednosti UN da zbog tog oružanog napada oštro osudi Pjongjang.

Pucaće u zvučnike. To se dešavalo bezbroj puta za vreme hladnog rata, tako da to nije ništa novo...

S. Koreja preti vojnim odgovorom

Njujork -- Severna Koreja upozorava da će njene vojne snage odgovoriti ako SB UN dovede u pitanje ulogu Pjongjanga ili ga osudi zbog potapanja južnokorejskog ratnog broda.

Ambasador Severne Koreje u UN-u rekao je da bi zbog nesmotrenih vojnih manevra J. Koreje moglo da se dođe u situaciju da izbije rat na Korejskom poluostrvu.

Sin So Ho zahteva da se dozvoli vojnom istražnom timu njegove zemlje da ode na mesto potapanja broda da bi na objektivan i naučni način proverila zaključke južnokorejske istrage, što Seul ne dozvoljava.

On je optužbe na račun Severne Koreje nazvao "farsom koju su zakuvale SAD i Južna Koreja u nameri ostvarivanja svojih političkih ciljeva". Sin je, takođe, optužio Južnu Koreju da je "od A do Š" izmislila rezultate istrage oko potapanja broda 26. marta.

"Ukoliko bi istražni tim Severne Koreje posetio mesto nesreće, sve bi bilo razjašnjeno", rekao je Sin, dodajući da Pjongjang nikoga ne optužuje za taj incident.

Sin je sazvao konferenciju za novinare dan nakon što su predstavnici dve Koreje odvojeno pred Savetom bezbednosti UN-a iznele argumente u vezi sa potapanjem južnokorejskog broda.

Savet bezbednosti je nakon toga pozvao Južnu i Severnu Koreju na suzdržanost, mir i stabilnost.

Seul je 4. juna službeno zatražio od Saveta bezbednosti da reaguje na ono što je nazvao vojnom provokacijom Severne Koreje.

Brod južnokorejske mornarice potonuo je 26. marta posle eksplozije u blizini sporne pomorske granice izmeðu dve Koreje u Žutom moru, kod zapadne obale Korejskog poluostrva.

Bez brige.Upravo su saznali.Istina sa 36 sati zakasnjenja.

Prenosa naravno nije bilo.Samo su u dnevniku javili da je Koreja pobedila sa 1:0
I da je Koreja unistila Brazil,koji se jos nije sreo sa takvom neverovatnom silom!!

Prenosa naravno nije bilo.Samo su u dnevniku javili da je Koreja pobedila sa 1:0
I da je Koreja unistila Brazil,koji se jos nije sreo sa takvom neverovatnom silom!!

 SEUL - Žitelji Južne Koreje su u panici! Na granici između dve Koreje registrovana je abnormalna radijacija!

Do ovoga je došlo samo dan nakon što je komunistička Severna Koreja objavila da je napravila veliki iskorak u nuklearnim ispitivanjima.

Ministar za nauku Južne Koreje u ponedeljak je odbacio tvrdnje da je radijacija posledica eventualne podzemne nuklearne eksplozije čije detoniranje je mogla da naredi komunistička vlada. Osim toga, nije registrovan ni jak zemljotres, koji bi morao da sledi posle podzemne nuklearne eksplozije.

Pre desetak dana naučnici Severne Koreje objavili su na državnoj televiziji da su ovladali nuklearnom fuzijom, tehnologijom neophodnom za proizvodnju hidrogenske bombe. Ova tehnologija, doduše, mogla bi jednog dana da dovede do proizvodnje ogromne količine čiste energije. Fuzijom se proizvodi izuzetno malo radioaktivnog otpada, za razliku od fisije, koja se koristi u reaktorima nuklearnih elektrana. Naučnici iz Seula izrazili su sumnju u mogućnost svojih kolega sa druge strane granice da zaista to mogu.
