Prva i najveća vojno naučnoistraživačka ustanova u Srbiji, Vojnotehnički institut, sa šest decenija dugom tradicijom, uspešno se bavi razvojem novih i modernizacijom postojećih sredstava naoružanja i vojne opreme za sve vidove Vojske Srbije. Do sada je u ovoj ustanovi razvijeno i u upotrebu uvedeno oko 1 300 sredstava naoružanja i vojne opreme. Deo ovog bogatog arsenala izložen je i na ovogodišnjem sajmu PARTNER 2009.

Modularni robotizovani sistem "MILICA" je nova odbrambena "spravica" koja se premijerno prikazuje na Sajmu naoružanja i vojne opreme, a delo je stručnog tima Vojnotehničkog instituta. To je vrlo efikasan bežični daljinski upravljani savremeni sistem za blisku protivoklopnu borbu na guseničnom vozilu bez posade.
