Словачка купује америчке Ф-16 да замени застареле руске „мигове"

БРАТИСЛАВА - Министарство одбране Словачке саопштило је данас да преговора о куповини америчких Ф-16 или шведских „грипен” борбених авиона који би заменили застареле авионе руске производње типа „МиГ-29”.

Министарство је навело да ће резултате анализе те две опције предложити влади до 29. јуна која то треба да одобри.

Словачка, која је чланица НАТО, има споразум о одржавању 12 „мигова” са Русијом који истиче на јесен 2019. године.

Агенција Ројтерс наводи да би споразум можда могао да се продужи чак и ако влада пристане да се до краја године купе нови авиони. Напомиње се и да је потребно између 18 месеци и две године да се нови авиони испоруче.

„Обе опције су добре. Ф-16 су скупљи и на њих би се чекало до 2023. године”
, рекао је Јарослав Над из словачког Института за безбедносну политику.

Две суседне земље, Мађарска и Чешка, већ имају авионе „грипен”, док Пољаци имају „Ф-16”, јавља Ројтерс а преноси Танјуг.

Јапан планира набавку 20 авиона последње генерације
среда, 21.02.2018.

ТОКИО - Јапан планира набавку још најмање 20 стелт борбених авиона пете генерације Ф-35А у наредних шест година, јавила је данас агенција Ројтерс, позивајући се на три неименована извора. Како наводе извори, Јапан ће неке или чак све авионе авионе купити директно од америчког произвођача „Локид Мартин”. "Имајући у виду буџет и распоред производње авиона, набавка 25 нових авиона је прикладна”, рекао је један од упућених извора. Према речима извора, куповина авиона по цени од 100 милиона долара по комаду уштедеће Јапану око 30 милиона долара по авиону. Авиони које Јапан већ поседује склопљени су у фабрици у власништву „Мицубишија”, која је једна од само две такве фабрике ван САД, јавља Ројтерс а преноси Танјуг.

Canada names suppliers approved to bid in future fighter competition

VICTORIA, British Columbia — Five European and U.S. aerospace firms have been approved to take part in the upcoming competition to provide Canada with a new fighter jet.

Lockheed Martin, Boeing, Saab, Dassault and Airbus were all named Thursday to Canada’s official fighter jet supplier list, which allows them to receive information about plans to buy 88 jets and ultimately bid on the program. “We are pleased with the responses received from foreign governments and commercial entities that have the ability to meet Canada’s needs,” Procurement Minister Carla Qualtrough said in a statement. “Our government is confident this will result in a robust competition.” The project is estimated to cost CA$19 billion (U.S. $15 billion).

The approved suppliers don’t come as a surprise. Over the course of the last five years, those companies have all indicated their interest in providing new fighter jets to Canada. The aircraft expected to be offered to Canada include Lockheed Martin’s F-35, Boeing’s Super Hornet, the Eurofighter Typhoon, the Dassault Rafale and Saab’s Gripen. There were some questions about whether Boeing would put its name forth in the aftermath of a messy trade dispute with Canada and its main domestic aerospace firm, Bombardier. In the midst of that dispute, Canada canceled a plan to buy 18 Super Hornets as a stopgap measure until the new fighters could be acquired. It will now instead buy used F-18 aircraft from Australia to fill in as “interim” fighters.

“Boeing and the US Government have taken the first step in Canada’s Future Fighter Capability Project (FFCP), and the Super Hornet is among the aircraft included on the FFCP Supplier List by the Government of Canada,” Boeing spokesman Scott Day noted in an email. “We will continue to evaluate our participation in the FFCP as the Government of Canada outlines the procurement approach, requirements and evaluation criteria.”

A request for proposals for the new fighter jets will be issued in 2019, Canadian government officials say. A winning bidder is expected to be selected in spring 2021. The first aircraft would be delivered sometime in 2025. Deliveries could take place between then and 2031. The new aircraft would replace the Royal Canadian Air Force’s existing CF-18 fleet.

WASHINGTON — Two key GOP senators are pressing U.S. President Donald Trump to share Lockheed Martin’s F-35 or F-16V fighter jet to upgrade Taiwan’s aging air power and deter China.

Sens. John Cornyn and Jim Inhofe sent the letter to Trump on Monday, days after Taiwan defense officials confirmed their long-standing interest in the F-35. Cornyn, of Texas, is the Senate’s No. 2 Republican, and Inhofe, of Oklahoma, is the Senate Armed Services Committee’s No. 2 Republican.

The F-16V — billed as the most advanced fourth-generation fighter — would be a cost-effective alternative to the fifth-generation F-35, the letter argues. The lawmakers also said it would address the “quantitative and qualitative challenges” of Taiwan’s air defense fleet.

Of 144 F-16s Taiwan bought from the U.S. in 1993, 15 are in the U.S. for training purposes and 24 more will be offline for upgrades on a rolling basis through 2023. That means Taiwan is likely able to field only 65 F-16s at any given time in defense of the island — “not enough to maintain a credible defense,” the letter reads.

“If Taiwan’s air defense fleet is allowed to degenerate in number and quality, I am concerned that it would be destabilizing and would encourage Chinese aggression to ensue,” the letter reads. “Additionally, I am concerned that Taiwan’s military weakness and the inability to mount a credible air force would place an undue burden on forward-deployed U.S. forces in North East Asia.”

Those upgrades include fitting the F-16 with the active electronically scanned Northrop Grumman AN/APG-83 Scalable Agile Beam Radar, a new mission computer and an electronic warfare suite.

Taiwan is reportedly interested in the F-35B short-takeoff-and-vertical-landing version, through which Taiwan would aim to maintain air power if China attacked its runways in a first strike.

“The survivability of the F-35B and modern long-range sensors could help Taiwan intercept Chinese missiles, promoting deterrence well into the next decade,” the letter reads. “The F-35B would not only provide a modern fifth-generation fighter, but would also bolster their capabilities in next-generation warfare.”

Earlier this month, Chinese President Xi Jinping issued a warning to Taiwan, which China views as a breakaway province. However, Washington provides arms to Taipei under the 1979 Taiwan Relations Act, and Trump days ago signed a bill to make it easier for the U.S. and Taiwan to exchange official visits.

In June, China demanded Washington reverse its decision to sell Taiwan $1.42 billion worth of arms, saying it contradicted a “consensus” that Xi reached with Trump during talks in Florida last year.

Inhofe in February completed a congressional trip to the Asia-Pacific region, which included a visit to Taiwan.

Under the plan, deliveries of the aircraft are to be completed by the end of October 2020.

“The Italian jet trainers will be mostly used in Poland to train candidates for F-16 aircraft pilots, and the [Polish] Air Force will acquire autonomy in the training process,” the ministry said in a statement.

The country’s Air Force operates a fleet of 48 F-16C/D Block 52+ fighters.

Leonardo said in a statement that the latest deal “builds on Leonardo’s significant footprint in Poland where it has 3,000 highly-skilled employees at its PZL helicopter site in Świdnik.”

The jet trainers will be supplied along with a logistics package and seven simulators, according to the ministry.

In February 2014, Poland signed a contract worth 1.167 billion zloty (U.S. $343 million) to acquire eight M-346s with related logistic support, a training program for pilots and engineers, and a ground-based training system. Deliveries of the eight aircraft were completed in late 2017.

COLOGNE, Germany — Swiss officials have unveiled details of their envisioned reboot of the country’s air-defense complex, setting the stage for purchases of aircraft and ground-based missiles totaling more than $8 billion.

The head of Switzerland’s defense and civilian protection department, Guy Parmelin, on Friday unveiled a list of requirements for the “Air 2030” program that the neutral country wants to begin fulfilling in the mid-2020s to defend its skies and repel intruders.

The existing fleet of decades-old F/A-18 and F-5 jets is considered too outdated for the task.

New aircraft under consideration include the Airbus Eurofighter, Dassault's Rafale, Saab's Gripen, the F/A-18 Super Hornet from Boeing and Lockheed Martin's F-35A, according to the March 23 list of requirements published by the defense department.

Ground-based weapons on the short list are the Eurosam consortium’s SAMP/T system; the David’s Sling missile shield from Israel; and Raytheon’s Patriot system. Swiss officials want to protect an area of 15,000 square kilometers with ground-based weapons, which is more than one-third of the country. They also seek to intercept targets up to 12 kilometers high and 50 kilometers away.

The envisioned concept of operations dictates that a fleet of roughly 40 aircraft will intercept those targets outside of the ground weapons’ range. Officials want enough capacity to have four planes in the air at any given time during crises.

Request for proposals for an acquisition program are expected to be published in the summer, Renato Kalbermatten, a spokesman for the defense department, told Defense News in an email Tuesday.

Before a referendum is held about the project in the first half of 2020, ministry officials want to finish qualification of all potential vendors. That includes studying the data from a first round of proposals and collecting final offers from those still in the running at that time, according to Kalbermatten.

Referendums are a key tool of the Swiss political process. Asked by a Swiss news agency this month if the country would still have an air force if the population voted against spending money on Air 2030, Parmelin responded dryly: “That’s policymaking in Switzerland.”

The Swiss won’t be asked which type of aircraft the country should buy, only about the program as a whole. Government analysts would then decide which system is best suited for the task, Parmelin said.

A 2014 plebiscite saw the acquisition of Sweden’s Gripen defeated, a rare outcome for a referendum on security policy matters, Swiss national broadcaster SRF commented at the time.

Notably, Germany’s future TLVS air and missile defense system, a development based on the trinational Medium Extended Air Defense System, is missing from the lineup of candidate ground-based weapons. That is because the Swiss consider that system suitable only for short and medium ranges, according to Kalbermatten.

“As Switzerland has not had a defense system for long ranges since 1999, the first goal is buying a long-range system,” he wrote.

Exactly how much money will go to aircraft purchases and how much to ground weapons will depend on the interplay between the two program components ultimately picked, according to officials. However, previous estimates assume that $6 billion or $7 billion would be spent on planes.

Winning bidders must agree to arrange for 100 percent of the program cost to flow back into the Swiss economy through so-called offset agreements. Those can be negotiated after final contracts are signed, according to the defense department.

The government is looking for aircraft and missile hardware as is, meaning few to no “Helvetizations,” or Swiss-specific tweaks, would be made to the weapons, the new requirements document states. The ministry wants to purchase a single plane type under a “one-fleet policy.”

WASHINGTON — Boeing and the government of Kuwait on Friday finalized a long-awaited deal for 28 Super Hornets, with a contract value that could amount to almost $1.2 billion. Under the agreement, Kuwait will purchase 22 single-seat F/A-18E models and six F/A-18Fs, the two-seat version of the jet.

The contract immediately obligates $275.9 million for long-lead nonrecurring engineering costs, including radar warning receivers and aircraft armament equipment.

However, because the final award value has not been definitized, Boeing stands to make as much as $1.2 billion — the ceiling value of the contract. The State Department approved the Super Hornet sale to Kuwait in November 2016. At the time, Kuwait was considering a purchase of up to 40 aircraft to replace its current fleet of legacy Hornets, and the department estimated the sale could rack up a value of up to $10.1 billion.

The deal was originally seen as a lifeline for Boeing that would allow the company to keep the Super Hornet in production into the early 2020s. However, in its fiscal year 2019 budget release, the U.S. Navy rolled out an ambitious plan to buy 110 Block III Super Hornets over the next five years.

That level of procurement will keep the production line humming until 2025, Dan Gillian, Boeing’s F/A-18 and E/A-18 program manager, told Defense News earlier this week.

PARIS — Qatar’s decision to buy 12 more Rafale fighter jets as part of an existing contractual option with Dassault Aviation has officially come under effect, the company said.

This phase in the acquisition process indicates the Gulf state has paid its down payment, allowing Dassault to record the deal in its 2018 order book.

“The exercise of the option for the purchase of 12 additional Rafale fighters for Qatar comes into effect today,” Dassault said in statement March 27.

Qatar said Dec. 7 it took up the option, which was in a May 4, 2015, contract with Dassault for an initial order for 24 Rafale jets. This order will bring Qatar’s total of Rafales to 36. The 2015 deal was worth €6.3 billion (U.S. $7.8 billion) and included missiles, training pilots and some 100 mechanics.

Qatar has ordered 24 Eurofighter Typhoons and six Hawk trainers, and is also acquiring the Boeing F-15QA fighter. The Qatar Air Force flies the Mirage 2000-5.

Meanwhile, Egypt was poised also to exercise an option for 12 more Rafales, but that order has been held up by problems over delivery of the Scalp cruise missile due to lack of U.S. clearance for supply of a key component. The Egyptian Air Force would fly 36 Rafales if that option were exercised.

Dassault is gradually increasing output to two Rafales per month, above the long-standing rate of effectively one per month, except for August when the assembly line is shut down for a traditional one-month summer holiday.

The higher production rate is the response to sales to Egypt, India and Qatar.

Juce je americki Stejt Dipartment  odobrio prodaju 14 F-16 Vajper blok 70/72 se kompletom naoruzanja i rezervnim delovim u iznosu od 2.9 miljarde dolara....
